ՀՀ Գիտությունների ազգային ակադեմիայի այսօր, ապրիլի 3–ին, կայացած ընդլայնված ընդհանուր ժողովում ընդունվել է որոշում, որում ներկայացվել են մտահոգություններ ու առաջարկություններ «Ակադեմիական քաղաք» ծրագրի շրջանակում գիտության և կրթության ինտեգրման վերաբերյալ․
«ՀՀ ԳԱԱ ընդհանուր ժողովը համարում է.
-տեղային ու աշխարհաքաղաքական իրողությունների ներկա պայմաններում գիտության և բարձրագույն կրթության ավանդական մոդելի կտրուկ ու արմատական փոփոխությունը նպաստավոր չէ երկու ոլորտների համար էլ,
-անթույլատրելի է բոլոր բուհերը և գիտական կազմակերպությունները մեկ վայրում կենտրոնացնելը ռազմավարական ու անվտանգային նկատառումներով,
-անհրաժեշտ է ապահովել գիտական գործունեության կազմակերպման ձևերի բազմազանություն` բուհերը պետք է ունենան ժամանակակից գիտահետազոտական բաղադրիչ/միավորներ, սակայն պետք է լինեն նաև ինքնուրույն, առանձին գործող, հիմնականում գիտական և գիտատեխնոլոգիական գործունեություն իրականացնող կազմակերպություններ կամ դրանց համակարգեր,
-ՀՀ պետական բուհերի խոշորացման ու արդիականացման ընթացքում չպետք է խաթարվի Հայաստանի գիտության կայուն զարգացումն ու գիտատեխնոլոգիական առաջընթացը»։
Որոշման համաձայն, ՀՀ ԳԱԱ–ն գիտության և կրթության ինտեգրման առավել արդյունավետ և քիչ ռիսկային ու իրատեսական է համարում հետևյալ տարբերակը.
«1.ակադեմիական քաղաքի կլաստերներում ինտեգրվում են բուհերը և գիտական կազմակերպությունները և/կամ դրանց կառուցվածքային միավորները, որոնց գործունեությունը գերազանցապես համընկնում է տվյալ կլաստերի գործառույթների հետ (փոխադարձ համաձայնությամբ),
2.ռիսկային գործոնները բացառելու նպատակով կլաստերների ձևավորումն իրականացվում է փուլային տարբերակով (պիլոտային ծրագրի իրականացում),
3.ակադեմիական քաղաքի կլաստերների ձևավորմանը զուգահեռ ԳԱԱ համակարգում մասնագիտական գործունեության ոլորտներով մոտ գիտական կազմակերպությունների հենքի վրա ձևավորվում են գերազանցության գիտական կենտրոններ/ցանցեր, ինստիտուտներ ու միջազգային կազմակերպություններ (գլոբալ հետազոտական ուղղություններով մեկական կենտրոն), որոնք կարող են համագործակցել հանրապետության բոլոր բուհերի հետ
4.հանրապետության գիտական, տեխնոլոգիական և/կամ պաշտպանական խնդիրների լուծման համար ձևավորվում են հատուկ նշանակության գիտական/գիտատեխնոլոգիական կազմակերպություններ, որոնք գործում են վերոնշյալ երկու կառույցներից դուրս։
«Ինտեգրման վերը հիշատակված տարբերակը հնարավորություն կտա գիտական և գիտակրթական բնագավառներում ապահովել և՛ կազմակերպման ձևերի բազմազանություն, և՛ գիտատեխնոլոգիական առաջընթացի զարգացման համար անհրաժեշտ մրցակցային պայմաններ»
