2024թ. ապրիլի 1-ին՝ ժամը 15:45-ին, ՀՀ ՆԳՆ ոստիկանության ԵՔՎ Արաբկիրի բաժնում ստացված օպերատիվ տվյալներն իրացնելիս, ապօրինի թմրանյութ պահելու, օգտագործելու, իրացնելու ակնհայտորեն ծագած հիմնավոր կասկածի հիմքով Երևան քաղաքի Գրիբոյեդովի փողոցից ձերբակալվել և ոստիկանության Արաբկիրի բաժին է տեղափոխվել 51-ամյա տղամարդ: Վերջինիս անձնական խուզարկությամբ հայտնաբերվել է կպչուն ժապավենով փաթեթավորված 51 փաթեթ, որոնց ընդհանուր քաշը, նախնական տվյալներով, կազմել է 146.68 գրամ:

Դեպքի առթիվ Արաբկիր վարչական շրջանի քննչական բաժնում, ՀՀ քրեական օրենսգրքի 393-րդ հոդվածի 3-րդ մասի 2-րդ կետով, նախաձեռնվել է քրեական վարույթ։

Նախաքննության ընթացքում ձեռնարկված քննչական և ապացուցողական գործողությունների արդյունքում տվյալներ են ստացվել այն մասին, որ տղամարդը իրացնելու նպատակով նշված զանգվածները, համապատասխան համակարգչային ծրագրի միջոցով, կրիպրոարժութային հաշվին գումարներ վճարելով, ձեռք է բերել՝ տելեգրամ ալիքի միջոցով ստանալով դրանց գտնվելու վայրի մասին տվյալները։ Ապա թմրամիջոցի փաթեթների մի մասը տեղադրել է Երևան քաղաքի տարբեր վարչական շրջաններում և տեղադրման վայրերի լուսանկարները և համապատասխան կոորդինատներն ուղարկել է նշված տելեգրամյան ալիքին՝ յուրաքանչյուր տեղադրված փաթեթի համար էլեկտրոնային դրամապանակի կամ վճարային տերմինալների միջոցով ստանալով վարձատրություն։

Ի թիվս այլ քննչական գործողությունների՝ նախաքննության ընթացքում կատարվել է նաև ցուցմունքը տեղում ստուգելու քննչական գործողություն, որի արդյունքում ձերբակալված անձը մատնացույց է արել այն վայրերը, որտեղ իր կողմից տեղադրվել է թմրամիջոցի 4 փաթեթ, որոնցից հայտնաբերվել է 1-ը։

Հիշյալ փաթեթների պարունակությունն ու բաղադրությունը պարզելու նպատակով նշանակված փորձաքննության եզրակացության համաձայն՝ փորձաքննությանը ներկայացված մի քանի փաթեթներից 12-ում առկա զանգվածը «Մարիխուանա» տեսակի թմրամիջոց է։

Ձեռք բերված բավարար փաստերի հիման վրա 51-ամյա տղամարդուն մեղադրանք է ներկայացվել՝ ՀՀ քրեական օրենսգրքի 393-րդ հոդվածի 2-րդ մասի 2-րդ և 3-րդ կետերով։

Դատարանի որոշմամբ վերջինիս նկատմամբ որպես խափանման միջոց կիրառվել է կալանքը:

Նախաքննությունը շարունակվում է: Ձեռնարկվում են միջոցառումներ նշված սխեմայով այլ անձանց կողմից թմրամիջոցների ապօրինի շրջանառությամբ զբաղվելու, վերոհիշյալ տելեգրամյան ալիքի օգտատիրոջ (օգտատերերի), ինչպես նաև՝ հանցավոր շղթայում ներգրավված հնարավոր այլ անձանց առկայությունն ու ինքնությունը պարզելու ուղղությամբ: Հանձնարարություն է տրվել Ոստիկանության համապատասխան ստորաբաժանմանը:
