Երկրորդ համաշխարհային պատերազմը սկսվեց այն ժամանակ, երբ Խորհրդային Միության և Գերմանիայի միջև կնքվել էր խաղաղության պայմանագիր՝ իր երաշխիքներով։
Այս մասին ԱԺ-ում պատասխանելով լրագրողի այն հարցին, թե ի՞նչ երաշխքիներ կան, որ պատերազմ չի սկսվի՝ Տավուշի 4 գյուղերը հանձնելուց հետո, ասաց վարչապետ Նիկոլ Փաշինյանը։
«Երաշխիքը նշանակում է բացառում, այդպիսի երաշխիք մարդկության պատմության մեջ ոչ եղել է, ո՛չ կա, ո՛չ էլ երբևէ կլինի»,- ասաց նա։
Անդրադառնալով Հայաստանի սուվերեն տարածքից տարածքներ զիջելուն և ՀՀ սուվերենությունը կասկածի տակ դնելուն, Փաշինյանը նշեց․
«Ես երաշխիք չեմ տալիս, որովհետև, ինչպես ասացի, երաշխիք երբեք գոյություն չի ունեցել։ Ես ասում եմ՝ մենք ի՞նչ քայլեր պետք է անենք, որպեսզի կառուցենք երաշխիքիների մեր համակարգը։ Ոսկեպար գյուղի որևէ բնակչի ես որևէ տեղ, որևէ ֆորմատով երբեք չեմ ասել ու լեզուս էլ չի պտտվի ասել, որ մենք ՀՀ ինքնիշխան տարածքից որևէ հատված պետք է տանք որևէ մեկին։ Հայաստանի տարածքի փոփոխության վերաբերյալ որոշում կարող է կայացնել միայն ժողովուրդը՝ հանրաքվեի միջոցով»։
Հարցին՝ ինչո՞ւ է Հայաստանը պատրաստվում նախքան սահմանազատման գործընթացը հանձնել Տավուշից 4 գյուղ՝ այն դեպքում, երբ համաձայնություն անգամ չկա, թե որ քարտեզներով է իրականացվելու սահմանազտման գործընթացը, Փաշինյանը ասաց․
«Բացարձակապես սուտ է և հերյուրանք, որ Տավուշի մարզից թեկուզ 1 միլիմետր տարածք վիճարկման ներքո է, այդպիսի բան լինել չի կարող։ Դա քաղաքական միավորներ հավաքելու նպատակով որոշ ապապետական ուժերի կողմից վճարովի ձևով տարածվող սուտ է»։
Դիտարկմանը, թե մի քանի կիլոմետր է հեռու հայկական բնակավայրից մինչև այն տարածք, որտեղ կանգնելու են ադրբեջանցիները և արդյոք դա սպառնալիք չէ ներկայացնում, Փաշինյանը ասաց․
«Կապանում սահմանը մի քանի մետրի վրա է գտնվում, մենք խոսում ենք անվտանգության մասին, բա մի քանի մետրի վրա եղել են և կան Այգեհովիտ, Բերքաբեր, Այգեպար գյուղերը, 30 տարի ոնց է եղել այդպես։ Մենք խոսում ենք անվտանգության համակարգ ու պետական սահման ստեղծելու մասին»։
Նիկոլ Փաշինյանի խոսքով մինչև չհամաձայնեցվեն, թե ո՞ր քարտեզով են առաջնորդվելու կողմերը, ոչ մի գործընթաց սկսել չի կարող։
«Խորհրդային Հայաստանի ու Հայաստանի տարածքում երբեք Բաղանիս-Այրում, Ներքին Ոսկեպար անունով գյուղեր չեն եղել։ ՀՀ տարածքում եղել է ու կլինի Ոսկեպար անունով ու Բաղանիս անունով գյուղ»,- ասաց Փաշինյանը։
