Միասնական սոցիալական ծառայության աշխատակիցը մեղադրվում է Լոռու մարզի մի խումբ նպաստառուներից ապօրինի վարձատրություն ստանալու մեջ

ՀՀ հակակոռուպցիոն կոմիտեում քննված քրեական վարույթով իրականացված լայնածավալ քննչական գործողությունների արդյունքում բացահատվել են ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության միասնական սոցիալական ծառայության աշխատակցի կողմից սոցիալական նպաստներ ձևակերպելու կամ նպաստների տրամադրումը չդադարեցնելու համար Լոռու մարզի մի խումբ բնակիչներից տարբեր չափերի ապօրինի վարձատրություն ստանալու դեպքեր:
Մասնավորապես՝ միասնական սոցիալական ծառայության աշխատակից Ա. Ն.-ն անապահովության գնահատման համակարգում ընտանեկան նպաստի իրավունքով հաշվառված Լոռու մարզում բնակվող ամուսինների օգտին իր լիազորությունների շրջանակներում գործողություն կատարելու, այն է՝ վերջիններիս որդու նպաստի տրամադրման գործընթացը չդադարեցնելու հարցում աջակցելու համար նրանցից պահանջել և որպես ապօրինի վարձատրություն ստացել է մեկ ամսվա նպաստի չափով գումար:

Բացի այդ, Ֆ. Մ.-ն տղային և հարսին նպաստառուների ցուցակում ընդգրկելու համար 2022 թվականի մարտի 28-ին դիմել է Ա. Ն.-ին: Վերջինս իր լիազորությունների շրջանակում Ֆ. Մ.-ի ներկայացրած անձանց նպաստառուների ցուցակում ընդգրկելու հարցում աջակցելու համար պահանջել և ստացել է տվյալ անձանց տրամադրվելիք նպաստի գումարից 35.000 ՀՀ դրամ:
Նախաքննությամբ պարզվել է նաև, որ Ա. Ն.-ն անապահովության գնահատման համակարգում ընտանեկան նպաստի իրավունքով հաշվառված ամուսինների օգտին իր լիազորությունների շրջանակներում գործողություն կատարելու, այն է՝ վերջիններիս դուստրերի և որդու նպաստի տրամադրման գործընթացը չդադարեցնելու հարցում աջակցելու համար պահանջել է 30.000 ՀՀ դրամ:

Նախաքննությամբ ապացույցներ են ձեռք բերվել նաև, որ Ա. Ն.-ն 2022 թ. տարբեր ամիսների ընթացքում Լոռու մարզի մի շարք այլ բնակիչներից նույնպես որպես ապօրինի վարձատրություն պահանջել և ստացել է ընդհանուր շուրջ 300.000 ՀՀ դրամ՝ նրանց նպաստառուների ցուցակում ընդգրկելու կամ նպաստի տրամադրման գործընթացը չդադարեցնելու գործընթացը կազմակերպելու համար:

Վերը նշված հանցավոր արարքների համար Ա. Ն.-ին մեղադրանք է ներկայացվել նախկին ՀՀ քրեական օրենսգրքի 311.1-րդ հոդվածի 1-ին մասով (9 դրվագ), իսկ Ֆ. Մ.-ին՝ 312.1-րդ հոդվածի 1-ին մասով: Նախաքննության ընթացքում ևս 12 անձի մեղադրանք է ներկայացվել Ա. Ն.-ին ապօրինի վարձատրություն տալու համար:
Ա. Ն.-ի և Ֆ. Մ.-ի վերաբերյալ քրեական վարույթով նախաքննությունն ավարտվել է, և վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկվել են դատարան՝ ըստ էության քննելու համար:
