«Փաստ» օրաթերթը գրում է.
Կառավարությունն ամփոփում է 2023 թ. ծրագրերը։ Թիրախում բյուջեն է, կատարողականը։ Իշխանավորներն «արձանագրում» են տնտեսության աճ, միջին աշխատավարձի բարձրացում, 2 տոկոս միջին գնաճ, 0,6 տոկոս գնանկում։ Բայց այս ցուցանիշները նկատելի չեն շարքային քաղաքացիների համար։ Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը մեզ հետ զրույցում ասում է, որ տնտեսությունը աճ է գրանցել ոչ թե Հայաստանի տնտեսական ներուժի, այլ բացառապես վերարտահանման հաշվին։ «Նույնիսկ ֆինանսների նախարարությունն է բյուջեի նախագծում ներառում, որ տնտեսության աճին խթանող գործոններից է եղել ռուս-ուկրաինական պատերազմը։ Արևմուտքի սահմանափակումների հաշվին ապրանքներ են ներկրվել Հայաստան, ապա վերարտահանվել Ռուսաստան։
Նույնը՝ հակառակ ուղղությամբ։ Մեծ դեր է խաղացել նաև տրանսպորտային միջոցների արտահանումը։ Եվ բնական է, որ հասարակության լայն շերտն այս փոփոխությունը չէր կարող զգալ։ Օրինակ՝ եթե տնտեսությունն աճում է արդյունաբերության հաշվին, այն ներառում է լայն զանգվածներ՝ աշխատատեղեր և այլն»,-ասում է Սարգսյանը՝ հավելելով, որ այժմ տնտեսությունը սկսել է աճի դանդաղման կամ նվազման միտում ցուցաբերել։ Ըստ պաշտոնական վիճակագրության, 2023 թվականի դեկտեմբերին նախորդ տարվա դեկտեմբերի համեմատ ունեցել ենք ոչ թե գնաճ, այլ գնանկում 0,6 տոկոսային կետի չափով, իսկ միջին գնաճը տարեկան կազմել է 2 տոկոս: Այնինչ, քաղաքացին ամենօրյա ռեժիմով տեսնում է զգալի գնաճ:
«Գնաճի ցուցանիշը ամենախաբուսիկն է մակրոտնտեսական ցուցանիշների մեջ։ Վերցնում են բոլոր ապրանքների և ծառայությունների գները, միջին գնաճը երևում է 2 տոկոս, բայց մարդկանց հիմնական սպառման ապրանքներն ու ծառայությունները թանկանում են։ Օրինակ՝ խմիչքը և ծխախոտի արտադրատեսակները 2024 թ առաջին եռամսյակում 8 տոկոսով թանկացել են։ Իհարկե, խաբուսիկ է նաև այս 8 տոկոսը, որովհետև միայն մրգային օղիների ոլորտում 800 դրամից 3200 դրամ է դարձել ակցիզային հարկը։ Այսինքն, միայն սրա հաշվին արդեն եռապատկվել է։
Շատ դեպքերում կարող ենք տեսնել, որ հացի գինը պահպանվել է, բայց ունեցել է քաշի կորուստ։ Սա գնաճում չի երևում։ Ապրանքներն ամսվա 1-5-ը այլ գին են ունենում, դրանից հետո՝ այլ, որովհետև վաճառողներն էլ են քաջ գիտակցում, որ դա թոշակների, նպաստների, աշխատավարձերի ստացման ժամանակահատվածն է, բարձրացնում են, ամսվա երկրորդ հատվածում՝ նվազեցնում, և միջինում գնաճ ցույց չեն տալիս։ Մենք 2021-22 թթ. այնքան գնաճ ենք ունեցել, որ կբավականացներ առնվազն 10 տարի այլևս գնաճ չունենալու»:
