«Միր» քարտերից հրաժարվելն առաջին հերթին հարվածել է թոշակառուներին

Շաբաթներ առաջ հայտնի դարձավ հայկական բանկերի կողմից «Միր» ռուսական վճարային քարտերի սպասարկումը դադարեցնելու մասին։ Մինչև այս հայտարարությունը Հայաստանում «Միր» քարտի ծառայություններից օգտվում էր թոշակառուների մեկ հինգերորդը։ Ըստ վիճակագրական պետական կոմիտեի՝ Հայաստանում թոշակառուների թիվը մոտ 488 հազար է։
«ՎՏԲ Հայաստան» բանկում «Միր» քարտերով թոշակ ստանում էր 113 հազար թոշակառու, իսկ բանկերի կողմից նման որոշում ընդունելուց հետո նրանց թիվը կտրուկ նվազել է մինչև 84 հազար և, ըստ փորձագետների, այս ցուցանիշը էլի կնվազի։
Բանն այն է, որ «Միր» քարտերով թոշակառուների համար հարմար էր օգտագործել ընդամենը մեկ քարտ, ոչ միայն թոշակները ստանալու, այլ նաև արտերկրից, մասնավորապես՝ Ռուսաստանից տրանսֆերներ ստանալու համար։
Թեպետ «ՎՏԲ Հայաստան» բանկում այսօր էլ «Միր» քարտերով հնարավոր է թոշակ ստանալ, բանկերի կայացրած որոշումից հետո Հայաստանի իշխանություներն էլի մի ներքին որոշում են կայացրել, որը լրջորեն խփում է թոշակառուների գրպանին։
Մասնավորապես, թոշակառուներն այլևս չեն կարողանալու «Միր» քարտերով պետությունից ստանալ իրենց կենսաթոշակի մինչև 10%-ի չափով վերադարձը (քեշբեկը), և հենց սա է հիմնական պատճառը, որ թոշակառուները տասնյակ հազարներով հրաժարվում են «Միր» քարտերից։
Եթե բոլոր բանկերի դեպքում հնարավոր էր ասել, որ խնդիրը ամերիկյան պատժամիջոցներն են, և յուրաքանչյուր բանկ ինքն է որոշում, թե ինչպես վարվի, ապա այս դեպքում հստակ գործ ունենք քաղաքական բաղադրիչի հետ։
