ՌԴ ԱԳՆ Լատինական Ամերիկայի դեպարտամենտը և Վետերանների խորհուրդը խորը ցավով հայտնում են, որ 2024 թվականի ապրիլի 19-ին մահացել է ԽՍՀՄ արտակարգ և լիազոր դեսպան, 1992–1996 թթ.-ին ՌԴ միջնորդական առաքելության ղեկավար, ՌԴ նախագահի Լեռնային Ղարաբաղի հարցով լիազոր ներկայացուցիչ, ԵԱՀԿ Մինսկի խմբի ռուսաստանցի նախկին համանախագահ Վլադիմիր Կազիմիրովը։
Վլադիմիր Կազիմիրովը 1992 թվականին նշանակվել էր Ղարաբաղյան հակամարտության կարգավորման բանակցություններում Ռուսաստանի միջնորդական առաքելության ղեկավար, 1994 թվականին՝ ՌԴ նախագահի լիազոր ներկայացուցիչ։ 1994-1996 թվականներին՝ համանախագահ։
1994թ․ մայիսի 9-ին Լեռնային Ղարաբաղում Կազիմիրովը նախապատրաստեց Անժամկետ հրադադարի մասին համաձայնագիրը, որը նույն օրը ստորագրեց Ադրբեջանի պաշտպանության նախարար Մամեդրաֆի Մամեդովը:
