«Փաստ» օրաթերթը գրում է.
Նիկոլ Փաշինյանն ու իր իշխանությունը դեռ չէին մարսել Freedom House-ի զեկույցն այն մասին, որ Հայաստանում 2023-ին ժողովրդավարական կառավարման վարկանիշը նվազել է՝ 2,50 ից հասնելով 2,25-ի, ինչպես նաև նույն իրավապաշտպան կազմակերպության «մտահոգությունը Հայաստանում ոստիկանական բռնության մասին հաղորդումների աճով», երբ հերթական ապտակն եկավ Արևմուտքից:
ԱՄՆ Պետքարտուղարությունը հրապարակեց մարդու իրավունքների մասին տարեկան զեկույցը՝ շեշտելով, որ Հայաստանի կառավարության կողմից խոշտանգումների, դաժան, անմարդկային կամ նվաստացնող վերաբերմունքի մասին արժանահավատ տեղեկություններ են ստացել, երկրում շարունակվել են կամայական ձերբակալություններն ու կալանքները, լրջագույն խնդիրներ կան դատական իշխանության անկախության հետ կապված։ ԱՄՆ Պետդեպարտամենտը նշում է, որ Հայաստանում իրավապահների չարաշահումների հին ու նոր դեպքերի անպատժելիությունը շարունակվում է:
Բաժին է հասել նաև դատական համակարգին: Նշվում է, որ չեն վերացել դժգոհությունները դատավորների գործունեության հետ կապված, զեկույցը շեշտում է, որ դատավորների նկատմամբ կարգապահական վարույթները կիրառվել են ընտրովի, թափանցիկության պակաս կա այդ հարցով Արդարադատության նախարարության որոշումների կայացման գործընթացում։ Ըստ զեկույցի հեղինակների, հետաքննող լրագրողները պարբերաբար հայտնում են պետական գնումների համակարգում առկա խնդիրների, այդ թվում՝ մեկ անձից արված գնումների համատարած գործելաոճի, ինչպես նաև պետական պատվերներ ստացող ընկերությունների և բարձրաստիճան պետական պաշտոնյաների միջև կապերի մասին: Մի խոսքով, 2018 թվականից հետո աննախադեպ է, որ Արևմուտքն իր «զավակին» այս կարգի ապտակներ հասցնի:
Այն, որ Freedom House-ի ու Պետդեպի զեկույցները ներկայացնում են Նիկոլ Փաշինյանի իշխանության խայտառակությունների ընդամենը մի փոքր մասը, այսինքն՝ շատ բաների վրա նույնիսկ աչք փակել, ակնհայտ է, դա չի էլ քննարկվում: Բայց թե ինչու հանկարծ Արևմուտքը որոշեց գոնե մի քիչ նայել իրականության աչքերին, կարող է լինել մի քանի տարբերակ, այդ թվում՝ նախազգուշացում Նիկոլ Փաշինյանին, կամ ժողովրդավարության նահանջի մեծ ծավալների պարագայում լրիվ աչք փակելու անհնարինություն, կամ էլ, որ պակաս հավանական չէ, գուցե Արևմուտքն էլ է արդեն ձեռքերը լվացել Նիկոլ Փաշինյանից:
