Սահմանազատումը և խաղաղության պայմանագիրը երկու առանձին հարց է, կարծում եմ՝ սխալ կլինի դրանք միավորել մեկի մեջ ու մեկը մյուսից կախման մեջ դնել. այս մասին ասել է Ադրբեջանի նախագահ Իլհամ Ալիևը՝ ընդգծելով, որ սահմանազատումը չափազանց բարդ և երկարատև գործընթաց է:
«Խորհրդային տարիներին, երբ ունեինք վարչական սահմաններ, Հայկական ԽՍՀ-ի և Ադրբեջանական ԽՍՀ-ի միջև այս վարչական սահմանի մի մասը սահմանված չէր։ Սահմանի մեծ մասն ամբողջովին անմարդաբնակ է՝ 3500 մետր բարձրությամբ լեռներ կան, որոնք տարվա ինն ամիսը ծածկված են ձյունով։ Սա իսկապես շատ բարդ տեղանք է։ Ուստի գործնական տեսանկյունից այս սահմանի սահմանազատումը կարճ ժամանակում անհնար է։ Այսպիսով, դա շատ դանդաղ գործընթաց է: Գործընթաց, որը պահանջում է բարձր ճշգրտություն: Հետևաբար, եթե սպասենք, մինչև Հայաստանի և Ադրբեջանի միջև սահմանը սահմանազատվի, և հետո խաղաղության պայմանագիր կնքվի, մեզ անհրաժեշտ կլինի 30 տարի, նույնիսկ ավելին։ Ուստի առաջարկում ենք առանձնացնել այս երկու հարցը», - ասել է Ալիևը:
Նա հավելել է, որ Տավուշի մարզից սահմանազատումը սկսել է եղել է Բաքվի առաջարկը:
«Մենք հայկական կողմին ասացինք, որ եթե իսկապես ցանկանում են առաջ գնալու իրենց պատրաստակամությունը դրսևորել, պետք է այդպես անեն... Կարծում եմ, որ մեր պետական սահմանի մոտ 10-12 կիլոմետրն արդեն կարելի է սահմանազատված համարել։ Սա կարևոր կետ է, և պատահական չէ, որ շատ տարածաշրջանային և ոչ տարածաշրջանային երկրներ արդեն իսկ իրենց աջակցությունն են հայտնել դրան։ Կտեսնենք, թե ինչպես կշարունակվի այս գործընթացը։ Ինչպես արդեն ասացի, երկու կողմն էլ դրսևորել է կառուցողականություն։ Երկու կողմն էլ հասկանում է այս հարցի զգայունությունը և միևնույն ժամանակ հավատարմությունը միջազգային իրավունքին։ Կարծում եմ, եթե հետագա փուլերում նույն մոտեցումը կիրառվի, մենք կկարողանանք ավելի արագ առաջ շարժվել», - ասել է Ալիևը:
Նա հավելել է, որ սահմանը պետք է սահմանազատել սկզբունքներից ելնելով, բայց միևնույն ժամանակ կան սահմանի որոշ հատվածներ, որոնք խնդիրներ են ստեղծում երկու կողմի համար. դա վերաբերում է ճանապարհներին, անվտանգության խնդիրներին, միմյանց տարածքի խորության տեսանելիությանը։
«Ուստի մենք պետք է ստեղծագործ մոտեցում ցուցաբերենք: Մենք չպետք է հավատարիմ մնանք մեկ կոնկրետ գծին և կուրորեն հետևենք դրան: Մենք պետք է ողջամիտ լինենք և պայմանավորվենք այնպիսի սահմանի շուրջ, որը կլինի անվտանգ և հարմար երկու կողմերի համար։ Չնայած, ինչպես արդեն ասացի, սահմանամերձ և հարակից տարածքների մեծ մասը բնակեցված չէ, բայց կան տարածքներ, որտեղ մարդիկ ապրում են իրար կողքի։ Եվ այդ տարածքներից մեկը հենց այդ չորս գյուղերի տարածքն է, որտեղ բնակավայրերի միջև հեռավորությունը կարող է հասնել մի քանի հարյուր մետրի, կամ նույնիսկ ավելի քիչ», - եզրափակել է Ալիևը:
