«Զրույցներ պետության մասին» անվանումը կրող կարճ տեսանյութերի շարքում Նիկոլ Փաշինյանը անդրադարձել է պետության, անվտանգության ու խաղաղությանը վերաբերող մի շարք հարցերի։
«Հնչում են հարցեր, թե իրավունքներն ու պարտականությունները ինչ կապ կարող են ունենալ ինքնիշխանության ու տարածքային ամբողջականության հետ։ Իրականում սրանք եռամիասնության մասեր են։ Ժողովրդապետության պայմաններում, երբ իշխանությունը պատկանում է ժողովրդին, ինքնիշխանության կարևորագույն ատրիբուտ է, որ ժողովուրդը ինքն է որոշում իր իրավունքների ու պարտականությունների շրջանակը, սա է ինքնիշխանությունը, որ ոչ թե ուրիշներն են որոշում, թե ժողովուրդը ինչ իրավունքներ ու պարտականություններ ունի, այլ ժողովուրդն է որոշում։ Շատ կարևոր է, որ լինի պատկերացում, թե այդ իրավունքներն ու պարտականությունները ինչ տարածքում են գործում։
Սա, ըստ էության, կոչվում է իրավազորություն՝ տարածքային ամբողջականության հետ համադրությամբ, որը պրակտիկ ու կիրառելի է դարձնում իրավուքնները ու պարականությունները։ Ինքնիշխանությունը, իրավունքը և պարտականությունը նույնիսկ պետականությունը, առանց տարածքի կոնկրետության, լղոզվում են, դառնում են սակավ կիրառելի կամ ոչ կիրառելի, կամ նույնիսկ անկենսունակ և սակավ կենսունակ։
Եվ ուրեմն իմ արձանագրումն է, որ իրավունքների, պարտականությունների կիրեռալիությունը ուղիղ կապ ունի տարածքի կոնկրետության ու տարածքային ամբողջականության հետ ու դրանով պետականությունը, ինքնիշխանությունը ու մեզնից յուրաքանչյուրի իրավունքներն ու պարտականությունները դառնում են էականորեն կիրառելի, կենսունակ և մրցունակ»,- ասաց նա։
Նիկոլ Փաշինյանը ասվածը ներկայացրեց ջրով լի բաժակի օրինակով։
«Երբ այդ իրավունքներն ու պարտականությունները տեղավորված են կոնկրետ ձևի ու կոնկրետության մեջ, այդ իրավունքները ու պարտականություններրը կիրառելի, իրագործելի ու կենսունակ են, մենք կարող ենք այն օգտագործել մեր կենսական կարիքները ապահովելու համար։
Եկեք պատերացնենք մի ուրիշ օրինակ, որտեղ իրավունքները ու պարտականությունները պարփակված չեն կոնկրետ տարածքով, ինչ տեղի կունենա այդ իրավունքների ու պարտականությունների հետ, դրանք լղոզվում են, դառնում են անկեսունակ, ոչ նյութական, ակնհայտորեն պրոբլեմներ են ստեղծում ու անհարամարավետության զգացում՝ մեզ համար, դառնում են կենսական կարիքների համար ոչ կիրառելի ու ինչպես տեսնում եք՝ աննյութականանում են։
Այն, ինչ մենք այսօր անում ենք նաև Տավուշի մարզում, նաև սահմանազատման ու սահմանագծման գործընթացում ու խաղաղության օրակարգում հենց այս նպատակը ունի, որպեսզի տարածքային ամբողջականության, իրավազորության շրջանակներում ստեղծենք ու ամրացնենք ինքնիշխանություն և որի շրջանակներում էականորեն կուժեղանա քաղաքացիների իրավունքների և պարականությունների շրջանակը։
Այս քառամիասնությունը՝ ինքիշխանություն, իրավազորություն իրավունքներ, պարտականություններ ու տարածքային ամբողջականություն, կերաշխավորեն մեր պետության գոյությունը ու զարացումը, սա է մեր նպատակը»,- ասաց Նիկոլ Փաշինյանը։
