Զինվորն ի՞նչ գործ ունի սահմանին կանգնած․ Փաշինյան

Մենք մեր բանակի և մեր զինվորի նկատմամբ անարդար ենք վարվում, որովհետև մեր զինվորի վրա ինչքան բեռ կա՝ հերթով դնում ենք: Այս մասին «Հանրային հեռուստաընկերության» եթերում ասաց վարչապետ Նիկոլ Փաշինյանը:
«Դիվանագիտության բեռը դնում ենք զինվորի վրա, տնտեսության բեռը դնում ենք զինվորի վրա, անվտանգության բեռը դնում ենք զինվորի վրա, զինվորի բեռը դնում ենք զինվորի վրա ու ասում ենք՝ դե, զինվոր ջան, տես ինչ ես անում: Իրականում զինվորը և բանակն անվտանգության ապահովման վերջին գործոնն են: Մեր մտածողության բանաձևի մեջ այստեղ էլ խնդիր կա, որ մենք հենց անվտանգություն ենք ասում՝ հասկանում ենք զինվորին: Նորից եմ ասում՝ սա քննադատություն չէ ուրիշի հասցեին, սա քննադատություն է մեր հասցեին, լավ, ընկալենք՝ իմ հասցեին:
Ռեգիոնալ հարաբերությունները ևս անվտանգության կոմպոնենտ են: Այսինքն՝ ես նորից վերադառնամ իմ նախորդ հարցին՝ մենք ուզում ենք անընդհատ անվտանգության ռիսկերը մեծացնել և այդ զինվորին տանենք, տեսնենք որտե՞ղ ծանոթ ունենք՝ ազատենք ծառայությունից, ով ոնց կարող է չգնա բանակ, և այդ զինվորը, որին գտել ենք, որին ինչ-որ ձևով տարել ենք սահմանին կանգնեցրել, ինչքան բեռներ կան, բանակ չգնացածների բեռներն էլ դնենք այդ զինվորի վրա: Զինվորի նկատմամբ մեր պարտքը նաև այն է, որ մենք մեր հարաբերությունները կառուցենք այնպես, որ զինվորի վրա անհամաչափ բեռներ չդնենք: Սա ֆորպոստի տրամաբանություն է, երբ մենք զինվորի վրա անհամաչափ բեռներ ենք դնում, գիտենք, որ անհամաչափ բեռներ ենք դնում, երբ քննարկում ենք, ասում ենք լսեք՝ այս զինվորի վրա անհամաչափ բեռներ ենք դրել, ո՞նց է լինելու, ասում են՝ խնդիր չկա, տե՛ս, պայմանագրեր ունենք, բաներ ունենք:
Եվ սա կարևոր հանգամանք է, որովհետև ընդհանրապես՝ զինվորն ի՞նչ գործ ունի սահմանին կանգնած: Մեր բանակի մեծագույն խնդիրներից մեկն այն է, որ մեր զինվորներն իրենց ծառայության մեծ մասն անցկացնում են խրամատի մեջ, այսինքն՝ իրենք նույնիսկ չեն հասցնում նորմալ պատրաստվել որպես զինվոր: Սա անտրամաբանական բան է: Զինվորը պետք է լինի մշտական տեղակայման վայրում, պետք է լինի մոբիլ և երբ անվտանգության խնդիր կա՝ գնա այդ խնդիրը լուծի, վերադառնա զորամաս: Այսինքն՝ մենք ի սկզբանե մեր բանակի նկատմամբ, ճիշտ է՝ ես էլ եմ շատ քննադատել և այլն, բայց ես նաև դրա համար մեղավորություն եմ զգում: Կարողացա՞ միտքը պարզաբանել: Այսինքն՝ մենք ոչ թե պետք է գնանք այստեղ պատերազմ հրահրենք, այնտեղ պատերազմ հրահրենք...»,– ասել է նա։
