Նախորդ տարի հավաքների ազատության իրավունքի խախտման առկայության վերաբերյալ մարդու իրավունքների պաշտպանը ունի որոշում, որը վերաբերել է վրանների տեղադրման հետ կապված խնդրին։

«Արմենպրես»-ի հաղորդմամբ՝ Ազգային ժողովում այս մասին ասաց Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը՝ ներկայացնելով 2023 թվականի ընթացքում Հայաստանի Հանրապետության մարդու իրավունքների պաշտպանի գործունեության, մարդու իրավունքների եւ ազատությունների պաշտպանության վիճակի մասին տարեկան հաղորդումը եւ Հայաստանի Հանրապետության մարդու իրավունքների պաշտպանի՝ որպես կանխարգելման ազգային մեխանիզմի 2023 թվականի գործունեության վերաբերյալ տարեկան զեկույցը։

ՄԻՊ-ի խոսքով՝ պետական իրավասու մարմինների կողմից ձևավորվել է թյուր կարծիք, թե վրանի տեղադրումը չի համարվում որպես հավաքների ազատության իրավունքի իրացման կարևոր մաս։

«Կարծում եմ, որ սա շատ կարևոր հաղորդագրություն է նաև մեր որոշման տեքստով ու բովանդակությամբ բոլոր իրավասու մարմիններին, պետական իշխանության մարմիններին, բոլոր դերակատարներին, որ հավաքների ազատության իրավունքը կարող է սահմանափակվել, բայց այդ սահմանափակումը պետք է տեղի ունենա բացառապես իրավաչափության սկզբունքը նկատի ունենալով։

Հատուկ շեշտադրեմ, որ ընդդիմադիր տարբեր գործիչների կողմից բարձրաձայնած տարբեր խնդիրների առնչությամբ մարդու իրավունքների պաշտպանի կողմից նաև ներկայացվել է  Սահմանադրական դատարանի հատուկ դիրքորոշում, տարատեսակ ձևաչափերով փորձել ենք նաև տարեկան հաղորդման շրջանակներում անդրադառնալ, այդ թվում ՝տարբեր գործիչների կողմից բարձրաձայնված խնդիրներին, նաև տարբեր լրագրողների հետ կապված հարցերին, ինչը չափազանց կարևորում եմ և համարում եմ, որ ինչպես պետական մարմինների, քաղաքացիական հասարակության, այնպես էլ թե՛ քաղաքական մեծամասնության, թե՛ քաղաքական փոքրամասնության հետ մեր հարաբերությունները կառուցելու առումով դեռ շատ անելիքներ կան։  Այս առումով շատ եմ կարևորում համատեղ խնդիրների քննարկումը ժողովրդավարական բանավեճի միջոցով և դրանց լուծումը»,- եզրափակեց Մանասյանը։
