Փաշինյանը նախագահելու է ԵԱՏՄ գագաթնաժողովը․ ի՞նչ կառաջարկի Երևանը

Այսօր՝ մայիսի 8-ին Մոսկվայում տեղի կունենա ԵԱՏՄ 10-րդ՝ հոբելյանական գագաթնաժողովը, որի շրջանակում ՌԴ նախագահ Վլադիմիր Պուտինն առանձին հանդիպում կունենա ՀՀ վարչապետ Նիկոլ Փաշինյանի հետ։
Գագաթնաժողովը Պուտինի համար կլինի առաջին խոշոր միջազգային իրադարձությունը նախօրեին կայացած երդմնակալությունից հետո։ Եվրասիական տնտեսական բարձրագույն խորհրդի նիստը կանցկացվի նախ նեղ, ապա ընդլայնված կազմով։
Միջոցառմանը ներկա կլինեն Բելառուսի, Ղազախստանի և Ղրղզստանի նախագահները։ ՌԴ նախագահի օգնական Յուրի Ուշակովի խոսքով՝ ԵԱՏՄ առաջնորդների ընդլայնված կազմով հանդիպմանը կմիանան նաև Ուզբեկստանի և Կուբայի նախագահները, որոնք Եվրասիական միության դիտորդ երկրներն են։
Նախատեսվում է, որ գագաթնաժողովի մասնակիցները կքննարկեն ԵԱՏՄ տասնամյա աշխատանքի արդյունքները և ինտեգրացիոն գործընթացների հետագա ամրապնդման հեռանկարները։ Բացի այդ, ըստ ռուսական աղբյուրների, հայկական կողմը պետք է առաջարկի ԵԱՏՄ-ի հաջորդ գագաթնաժողովի վայրն ու ժամանակը։ ՌԴ նախագահի օգնական Յուրի Ուշակովի խոսքով՝ դա դեռ չի արվել։
Ընդլայնված հանդիպման ընթացքում կընդունվեն մի շարք փաստաթղթեր, այդ թվում՝ Մոնղոլիայի հետ առեւտրային համաձայնագրի կնքման շուրջ բանակցությունների մեկնարկը։ Գագաթնաժողովից հետո միջոցառման մասնակիցների համար կանցկացվի «ավանդական բարեկամական ընթրիք», որին կմիանան նաեւ Տաջիկստանի եւ Թուրքմենստանի նախագահները։
Սպասվում է, որ այսօր ՌԴ նախագահը առանձին հանդիպում կունենա նաեւ Հայաստանի վարչապետ Նիկոլ Փաշինյանի հետ՝ քննարկելու երկկողմ հարաբերություններում կուտակված խնդիրները։ Ուշակովի խոսքով, երկկողմ շփումը շատ բովանդակալից և կարևոր կլինի, քանի որ շատ հարցեր են կուտակվել քննարկման համար։ Նա հիշեցրել է, որ «Փաշինյանն ինքն էր ապրիլին ասել, որ Մոսկվայի հետ հարաբերությունները լավագույն ժամանակները չեն ապրում»։
ՌԴ նախագահի օգնականն ուշադրություն է հրավիրել վերջին շրջանում երկու երկրների միջեւ տարբեր մակարդակներում շփումների կրճատման վրա։ Մասնավորապես, ըստ նրա, վերջին անգամ Պուտինն ու Փաշինյանը անձամբ շփվել են 2023 թվականի դեկտեմբերին Սանկտ Պետերբուրգում կայացած ԵԱՏՄ գագաթնաժողովում։
«Քննադատություն կա և՛ Ռուսաստանի, և՛ ՀԱՊԿ-ի հասցեին, Հայաստանը դե ֆակտո սառեցրել է իր մասնակցությունը, թեև դեռ չի հրաժարվում (ամբողջությամբ ՀԱՊԿ-ի աշխատանքներին մասնակցելուց), բայց չի մասնակցում զորավարժություններին և պատրաստվում է ձեռնպահ մնալ ՀԱՊԿ-ի ֆինանսավորումից։ Զուգահեռաբար Հայաստանը ցուցադրաբար երկխոսություն է զարգացնում Արևմուտքի հետ։ դիտարկվում են Եվրամիությանն անդամակցելու տարբեր տարբերակներ, ակտիվանում են կապերը ՆԱՏՕ-ի միջոցով եւ այլն»,- հայտարարել է Ուշակովը։
«Այժմ շատ հարցեր են կուտակվել, որոնք պահանջում են հենց ղեկավարների մակարդակով քննարկում»,- ասել է նա։
ՌԴ նախագահի օգնականի խոսքով, Ռուսաստանը մեծ նշանակություն է տալիս այս հանդիպմանը։ Միաժամանակ, Ուշակովը նշել է, որ Հայաստանը ԵԱՏՄ-ի տնտեսական ինտեգրման հիմնական շահառուներից է․ «ՌԴ-ի հետ լավ հաստատված առևտրատնտեսական կապերը նույնպես մեծ օգուտներ են բերում, քանի որ դրա շնորհիվ Հայաստանը երկրորդ տարին անընդմեջ գտնվում է համաշխարհային առաջատարների թվում տնտեսական աճի առումով»։
Հայտնի է նաև, որ Պուտինն այլ երկկողմ հանդիպումներ չի նախատեսում ԵԱՏՄ-ի և ԱՊՀ-ի գործընկերների հետ, սակայն հյուրերի մեծ մասը կմնա մայիսի 9-ին կայանալիք Հաղթանակի շքերթին։
Հիշեցնենք, որ Մոսկվայում կայանալիք շքերթին ներկա չեն լինի միայն Փաշինյանը և Ադրբեջանի նախագահ Իլհամ Ալիևը։
