Դատապարտում ենք ժողովրդի թիկունքում իրականացված գիշերային կապիտուլյացիոն գործարքը․ հայտարարություն

Երեկ եւ այսօր որպես դիվանագիտական մեծ ձեռքբերում ներկայացված սահմանազատման եւ սահմանագծման այսպես կոչված գործընթացը ոչ այլ ինչ է, քան ադրբեջանական վերջնագրի անվերապահ կատարում։ Չնայած իշխանությունների կողմից թմբկահարվող անհոդաբաշխ արձանագրումներին, արդեն կասկածից վեր է, որ այս հակաիրավական գործընթացը լրջագույն հարված  է Հայաստանի տարածքային ամբողջականությանն ու ինքնիշխանությանը։ 

Վարչախմբի ղեկավարն այսօր կառավարության նիստի ժամանակ հայտարարել է, որ գործընթացի շրջանակներում ստեղծվում է ոչ թե նոր սահման, այլ վերականգնվում է գոյություն ունեցող սահմանը՝ համաձայն Ալմա Աթայի հռչակագրի։ Եվս մեկ անգամ հարկ ենք համարում նշել, որ վերջինս չի կարող հիմք հանդիսանալ սահմանազատման եւ սահմանագծման համար, քանի որ չի պարունակում որեւէ քարտեզային նկարագիր։ Փոխարենը, օրվա իշխանությունները համառորեն շարունակում են անտեսել միակ իրավական հիմք ունեցող երկու գործընթացները.

Առաջինը՝ 1928-1929 թթ. Հայաստանի եւ Ադրբեջանի խորհրդային հանրապետությունների Գերագույն խորհուրդների որոշումներով վավերացված քարտեզն է,

Երկրորդը՝ 1983-1988 թթ. ԽՍՀՄ Մինիստրների խորհրդի երեք որոշումների հիման վրա երկու խորհրդային հանրապետությունների միջեւ ձեւավորված հանձնաժողովների կատարած աշխատանքների եւ վերջնական ճշգրտումների ավարտին ստորագրված 182 արձանագրությունները՝ մանրամասն նկարագրերով։ Դրա արդյունքում փաստացի սահմանագծվել է հայ-ադրբեջանական 975 կմ երկայնքով ողջ սահմանը (ներառյալ Նախիջեւանը)։ Արձանագրությունների բնօրինակն ի պահ է հանձնվել ԽՍՀՄ Մինիստրների խորհրդի գեոդեզիայի եւ քարտեզագրության ինստիտուտին եւ մեկական օրինակ ուղարկվել է Հայաստանի եւ Ադրբեջանի ԽՍՀ Գերագույն խորհուրդներին։ Արձանագրությունների հիման վրա ԽՍՀՄ Մինիստրների խորհրդի հսկողությամբ 1988 թ. հրատարկվել է պաշտոնական քարտեզ, ինչը բաց ու հասանելի էր բոլորին։

Այս ապօրինի գործընթացի արդյունքում Հայաստանն ունենում է 230 հեկտարի չափով տարածքային կորուստ, իսկ եթե դրան գումարվում են ներկայումս Ադրբեջանի փաստացի վերահսկողության տակ գտնվող Բերքաբերի ջրամբարն ու հարակից տարածքներն, ապա միայն այս հատվածում մեր երկիրը կորցնում է շուրջ 1100 հեկտար տարածք։

Դիվանագետների համահայկական խորհուրդը խստագույնս դատապարտում է ժողովրդի թիկունքում իրականացված գիշերային կապիտուլյացիոն գործարքը եւ ահազանգում է, որ նման կործանարար գործընթացի շարունակության պարագայում Հայաստանի Հանրապետությունը կրելու է կենսական եւ ռազմավարական նշանակության նոր կորուստներ։ Այս ապազգային գործելաոճի ողջ պատասխանատվությունն ընկնում է ներկայիս վարչախմբի՝ այդ թվում հանձնաժողովի հայկական կողմի վրա։
