«Արցախի ժողովրդի շահերի ու իրավունքների պաշտպանության միություն» ՀԿ նախագահ, Արցախի նախկին ՄԻՊ և նախկին պետնախարար Արտակ Բեգլարյանը ֆեյսբուքյան իր էջում գրառում է կատարել՝ թվարկելով արցախցիների բնակապահովման ծրագիրն ունի մի քանի հիմնարար խնդիրներ։

Նա մասնավորապես գրել է. «ՀՀ կառավարության կողմից երեկ ընդունված՝ արցախցիների բնակապահովման ծրագիրն ունի մի քանի հիմնարար խնդիրներ, մասնավորապես՝

1. Այս ու մնացած բոլոր որոշումներն այդպես էլ չընդունվեցին հանրային քննարկումների արդյունքում, այլ՝ նախագիծը մշակվեց ու շրջանառվեց գաղտագողի կերպով՝ խախտելով ներառականության ու ժողովրդավարության թե՛ ներպետական օրենսդրությունը, թե՛ միջազգային սկզբունքները: Մեր հասարակական ճնշման ներքո մարտին մի քանի օր քննարկումների իմիտացիա արեցին որոշ խմբերի հետ, բայց անհատ արցախցիների հետ կայացած այդ հանդիպումները շատ հեռու էին ներառականությունից: Ավելին, իշխանությունները լրիվությամբ անտեսեցին նաև Արցախի ժողովրդի կարիքների ապահովման նախաձեռնության ներկայացուցիչների շարունակական պատրաստակամությունն՝ աջակցելու ծրագրի մշակման աշխատանքներին:

2. Ակնհայտ է, որ ՀՀ կառավարությունը Արցախի ժողովրդի վերաբերյալ որոշումները կայացնում է առանց ռազմավարության, իսկ ավելի ճիշտ` մի շարք հիմքեր կան պնդելու, որ եղած ռազմավարությունը արտագաղթը խթանելն ու Արցախի էջը մեկընդմիշտ փակելն է:

3. Հաստատված ծրագիրը սկզբունքային խնդիրներ ունի ընտրված մոտեցումների առումով, որոնք չեն լուծելու ո՛չ Արցախի ժողովրդի հավաքական վերադարձի թեմայի պահպանման հարցը, ո՛չ տեղահանված անձանց մեծամասնության մարդասիրական խնդիրները, ո՛չ էլ ՀՀ ժողովրդագրական խնդիրները: Ավելի մանրամասն կարծիքս կհայտնեմ առաջիկա օրերին, երբ հասցնեմ ավելի խորությամբ ուսումնասիրել ու վերլուծել հրապարակված նյութերը»:
