ՍԴ անդամի թեկնածուն «Բաց հասարակություններ հիմնադրամ–Հայաստանի», իսկ հասարակության մեջ առավել հայտնի «Սորոսի» հիմնադրամի խորհրդի նախագահ է եղել։ Այս մասին այսօր ԱԺ-ում Սահմանադրական դատարանի անդամի թեկնածուի հարցի քննարկման ժամանակ ասաց Ագնեսա Խամոյանը՝ մատնանշելով, որ ՀՀ վճռաբեկ դատարանի նախագահ Լիլիթ Թադևոսյանի կողմից ներկայացված կենսագրական տվյալներում այս կետը բացակայում է։

Թադևոսյանը նշեց, որ Դատավորների ընդհանուր ժողովի կողմից ՀՀ ՍԴ դատավորի թեկնածու է ընտրվել ինքնաառաջադրված ՀՀ վճռաբեկ դատարանի քրեական պալատի դատավոր Դավիթ Խաչատուրյանը, ապա ներկայացրես նրա կենսագրությունը` նշելով, որ Խաչատուրյանը 2006–2013 թթ. նաև աշխատել է ՀՀ–ում ԱՄՆ դեսպանատանը` 2006 թ. որպես ԱՄՆ պետքարտուղարության թմրամիջոցների դեմ պայքարի և իրավական փոխհամագործակցության բաժնի օգնական, իսկ նաև 2007–2013 թթ.` ԱՄՆ արդարադատության դեպարտամենտի իրավական հարցերով մասնագետ։

Արձագանքելով` «Հայաստան» խմբակցության պատգամավոր Ագնեսա Խամոյանը հետաքրքրվեց` էլ ինչո՞վ է զբաղվել Խաչատուրյանը 2009–2013 թթ. և 2016–2020 թթ., քանի որ Թադևոսյանի ներկայացրած կենսագրության մեջ բացակայում էր գործունեության մի դրվագը։

«2009–2013 թթ Դավիթ Խաչատուրյանը եղել է «Բաց հասարակություններ հիմնադրամ–Հայաստանի», իսկ հասարակության մեջ առավել հայտնի «Սորոսի» հիմնադրամի տնօրենների խորհրդի անդամ։ 2016–2020 թթ. նա եղել է հիմնադրամի խորհրդի նախագահ։ Ինչո՞ւ էր ձեր ներկայացրած կենսագրության մեջ բացակայում այս դրվագը ու ըստ ձեզ` ի՞նչ ազդեցություն այն կարող է ունենալ Խաչատուրյանի` ՍԴ անդամ դառնալու դեպքում իր կողմնակալության կամ անկողմնակալության վրա»,– նշեց պատգամավորը։

Առաջին հարցի ի պատասխան ՀՀ վճռաբեկ դատարանի նախագահը նշեց, որ կենսագրական տվյալների դեպքում ինքը հիմք է վերցրել հանրային հարթակներում ու պաշտոնական էջերում` ոչ թե առհասարակ, այլ դատական իշխանության բաց հարթակներում առկա տվյալները, իսկ մյուս հարցերը նա պատգամավորին խորհուրդ տվեց ուղղել անձամբ թեկնածու Խաչատուրյանին։

ՍԴ դատավորի թեկնածու Դավիթ Խաչատուրյանի ծավալուն ելույթից հետո ընդդիմադիր պատգամավորը նրան ևս հարց ուղղեց` ասելով. «2006–2013 թթ. Դուք միաժամանակ աշխատել եք ԱՄՆ պետքարտուղարությունում և եղել եք «Բաց հասարակություններ հիմնադրամ–Հայաստանի» խորհրդի նախագահ։ Ապացուցեք, որ այսպիսի հարուստ կենսագրությամբ Դուք ազդեցության գործակալ չեք, ներկայացրեք երաշխիքներ»։

Ի պատասխան Խաչատուրյանն ասաց, որ հիմնադրամի խորհրդի նախագահ լինելը հասարակական գործունեություն է եղել ու որպես ծախսերի փոխհատուցում` ամսական ստացել է սիմվոլիկ գումար` մոտավորապես 100 ԱՄՆ դոլար։

«Ազդեցության գործակալի մասով հարցադրումը թողնում եմ Ձեր խղճին։ Եթե ես սկսեմ երաշխիքներ ներկայացնել, դա նշանակում է, որ կա վտանգ, որից պաշտպանվելու համար պետք է երաշխիքներ ներկայացնեմ։ Դրա կարիքը չկա, քանի որ ես ոչ մի բան չեմ թաքցնում»,– հայտարարեց Խաչատուրյանը, ինչին արձագանքելով Խամոյանը նախ նախապես շնորհավորեց նրան, քանի որ վստահ է` «Քաղաքացիական պայմանագիր» խմբակցությունը փակ, գաղտնի քվեարկությամբ նրան անպայման ՍԴ անդամ է ընտրելու, ապա հավելեց, որ ՀՀ հակակոռուպցիոն կոմիտեի նախագահ Սասուն Խաչատրյանի եղբայր լինելու հանգամանքը չի ապահովում նրա` անկողմնակալ լինելը։
