Հայաստանի վարչապետ Նիկոլ Փաշինյանը հայտարարել է, որ 2020-2023 թվականներին Հայաստանի պետականությանը սպառնացող վտանգներ են եղել, սակայն կառավարությանը հաջողվել է այդ սպառնալիքները կառավարել և չեզոքացնել կարճաժամկետ և միջնաժամկետ իմաստով։
Այս մասին վարչապետ Նիկոլ Փաշինյանն ասաց ԱԺ մշտական հանձնաժողովների համատեղ նիստում «Հայաստանի Հանրապետության 2023 թվականի պետական բյուջեի կատարման մասին» տարեկան հաշվետվության նախնական քննարկմանը:
«Ես խորհրդարանական ամբիոնից մի քանի անգամ հայտարարել եմ, որ եթե մենք 1–2 տարի կարողանանք ապահովել մեր պետության գոյությունը, մեր պետության գոյությունը կապահովենք երկարաժամկետ կտրվածքով»,–հիշեցրեց վարչապետը:
Ըստ նրա՝ 2023–ի բյուջեի կատարման հաշվետվության կատարողականի առումով սա ամենակարևոր արձանագրումն է՝ հաշվի առնելով, որ բյուջեն ֆինանսական, հաշվապահական փաստաթուղթ չէ, այլ ապահովում է բովանդակություն:
«2023–ի պետական բյուջեի ծախսման արդյունքում հասել ենք հետևյալին, որ մենք այդ մարտահրավերների, այդ սպառնալիքի փուլը հաղթահարել ենք: Եթե 2023–ին, 2022–ին, 2021–ին և 2020–ին մենք տեսնում էինք մեր պետության գոյությունը վտանգող ուղիղ և անմիջական սպառնալիք, այսօր կարող ենք արձանագրել, որ մենք կարողացել ենք մեր պետությանը սպառնացող ուղիղ վտանգները, մեր պետության գոյությունը վտանգող ուղիղ սպառնալիքները կառավարել, չեզոքացնել կարճաժամկետ և միջնաժամակետ իմաստով:Բայց մենք պետք է հասկանանք՝ շատ կարևոր է, որ երկարաժամկետ իմաստով մենք այս քաղաքականությունը շարունակենք և, իրական Հայաստանի ռազմավարության վրա հիմնվելով, կայացնենք որոշումներ, որոնք տեղավորվում են այս տրամաբանության մեջ։ Փոփոխվող աշխարհում անընդհատ փոփոխվելու ու զարգանալու, մարտահրավերներին և նպատակներին հարմարեցված որոշումներ կայացնելու ընդունակ կառավարություն, խորհրդարան և կառավարող մեծամասնություն պետք է լինենք»,–ասաց Փաշինյանը:
Վարչապետի համոզմամբ՝ սա է այն նպատակադրումը և այն ձեռքբերումը, որ պետությունն ունի 2023–ի պետական բյուջեի ծախսման արդյունքներով, և պետք է շարունակի սպասարկել այս նպատակադրումը:
