Արցախից բռնի տեղահանված անձանց բնակարանային ապահովության պետական աջակցության ծրագրի շրջանակում շուտով կհստակեցվի դիմելու կարգը։ 

Ընթացակարգի հստկեցմանն ընդառաջ MediaHub-ը զրուցեց Աշխատանքի և սոցիալական հարցերի նախարարության Կառուցվածքային ստորաբաժանումների առանձին գործառույթներ համակարգող խորհրդական Գայանե Ղարագյոզյանի հետ։ 

-Տիկին Ղարագյոզյան, բնակարանային ապահովության պետական աջակցության ծրագրի շրջանակում դիմումներ ե՞րբ եք ընդունելու։

-ԼՂ մեր հայրենակիցների բնակարանային ապահովման պետական աջակցության ծրագիրը մեկ ամիս առաջ արժանացավ Կառավարության հավանությանը։ Աշխատանքի և սոցիալական հարցերի նախարարության կողմից ներկայում մշակվում է ծրագրի իրականացման կարգը, դիմումներ ներկայացնելու ընթացակարգը, ինչը առաջիկայում ևս գործադիրի հավանությանը կներկայացվի։ Կարգը հաստատվելուց հետո ծրագրի առաջին փուլով սահմանված պահանջներին բավարարող հայրենակիցներն արդեն կկարողանան դիմումներ ներկայացնել հունիսի 15-ից: Մանրամասների մասին, բնականաբար, հայտարարություններ կունենանք։ 

-Որո՞նք են այն հիմնական պայմանները, որոնց բավարարելու դեպքում մեր արցախցի հայրենակիցները կարող են ծրագրից օգտվել։

-Հիմնական պարտադիր պայմանը ՀՀ քաղաքացիություն ունենալն է, ընդ որում՝ այս պայմանը պարտադիր է ընտանիքի բոլոր անդամների համար, այդ թվում՝ անչափահասների։ Քաղաքացիության ձեռքբերման գործընթացը համակարգվում է ՆԳՆ Միգրացիայի և քաղաքացիության ծառայության կողմից՝ տարածքային բաժինների միջոցով։ Ծրագրի շահառու դառնալու համար ընտանիքը 2023 թ. սեպտեմբերի 19-ի կամ դիմելու օրվա դրությամբ ՀՀ-ում չպետք է ունենա սեփականության իրավունքով բնակարան կամ բնակելի տուն։ Եթե տեղահանված ընտանիքի անդամներից առնվազն մեկը չբավարարի այս պայմանին, ապա ընտանիքը, ցավոք, այդ կազմով չի համարվի ծրագրի շահառու։ 
Հավելեմ նաև, որ եթե ընտանիքը ԼՂ առանձին շրջաններից տեղահանված ընտանիքների համար բնակարանային մատչելիության ապահովման պետական աջակցության ծրագրի շահառու է, չի կարող օգտվել բնակապահովության այս նոր ծրագրից։ Ընդ որում՝ անկախ նրանից ընտանիքը այդ ծրագրի շրջանակում հավաստագիրն իրացրել է, չի իրացրել, հրաժարվել է, թե ոչ, նա նոր բնակապահովության ծրագրի շահառու լինել չի կարող։ 

-Իսկ աջակցության չա՞փը:

-Աջակցության չափերը տարբեր են՝ 3-ից 5 մլն դրամ՝ ելնելով նրանից, թե ընտանիքը որ բնակավայրում կնախընտրի կառուցել իր տունը կամ ձեռք բերել բնակարանը։ Բնակավայրերի ցանկում ներառված են և՛ քաղաքային բնակավայրեր, և՛ գյուղական։ Աջակցության առավելագույն չափ նախատեսված է այն բնակավայրերում, որտեղ ներկայում կամ առաջիկայում իրականացվելու են տարբեր ներդրումային ծրագրեր, այդ թվում՝ ենթակառուցվածքների զարգացում, դպրոցների, մանկապարտեզների, ամբուլատորիաների կառուցում կամ հիմնանորոգում և այլն։ 

-Արդյո՞ք ծրագրի պայմանները վերանայման ենթակա են։ 

-Մինչ ծրագիրը Կառավարության հավանությանը ներկայացնելն ունեցել ենք բազմաթիվ հանդիպումներ, քննարկումներ միջոցառման շուրջ, որին մասնակցել և իրենց դիտարկում/առաջարկները ներկայացրել են նաև ԼՂ-ից բռնի տեղահանված մեր հայրենակիցները։ Առաջարկներից շատերն իրենց արտացոլումը գտել են արդեն պատրաստի ծրագրում, օրինակ՝ աջակցության չափի վերաբերյալ, հետվերադարձի պայմանի չեղարկումը և այլն։ Այս պահին նոր, էական փոփոխություններ նախատեսված չեն։
