Արմեն Վարդանյանը Ֆեյսբուքյան իր էջում գրում է.

ԱՄՆ կառավարությաև և ՀՀ կառավարության միջև ստորագրված համաձայնագրի 2015թ. նոյեմբերի 12- ի թիվ 11 Իրականացման նամակով ներկայացվել է «Հանքարդյունաբերության ոլորտի թափանցիկության բարելավում» դրամաշնորհային ծրագիրը, որը կոչված է օժանդակել ՀՀ կառավարությանը` հանքարդյունաբերության ոլորտի թափանցիկության և հաշվետվողականության խթանմանն ուղղված ջանքերի իրագործման հարցում:

Մինչև 2017թ. հուլիսի 11- ը իրականացվելիք ծրագրի 356 հազար 205 ԱՄՆ դոլարն ուղղվելու է հետևյալ երեք նպատակի իրականացմանը.
-«Հանրապետական երկրաբանական ֆոնդ» ՊՈԱԿ- ում եղած ֆոնդային նյութերի թվայնացում և հրապարակում,

-արդյունահանող ճյուղերի թափանցիկության (ԱՃԹ) նախաձեռնությանը միանալուն ուղղված նախապատրաստական քայլերի իրականացում,
-հանրային իրազեկման որոշակի գործողությունների իրականացում:
Թափանցիկությունը ենթադրում է, որ պետական պաշտոնյաների որոշումներն ու գործողությունները բաց լինեն հասարակության համար, քանի որ հասարակությունն ունի տեղեկության հասանելիության իրավունք: Ծրագիրը կնպաստի հանքարդյունաբերության ոլորտի արդյունավետությանը և պետական քաղաքականության մշակման գործում պետություն- հանրություն համագործակցության խորացմանը: Հանքարդյունաբերության տվյալների շտեմարանի թվայնացումը և տեղեկության հանրայնացումը, ինչպես նաև ԱՃԹ նախաձեռնությանն անդամակցելուն ուղղված ՀՀ ջանքերը կհանգեցնեն ավելի բաց և արագ արձագանքող քաղաքականության մշակմանն ու իրականացմանը:

Ծրագրի շնորհիվ հսկայական ծավալի տեղեկություն հասանելի կդառնա նախանձախնդիր քաղաքացիական հասարակության կազմակերպությունների, լրատվամիջոցների, կրթության ոլորտի ներկայացուցիչներին և քաղաքացիներին, ինչը կհանգեցնի կառավարության հետ ոլորտի վերահսկման և քաղաքականության մշակման շուրջ բովանդակալից երկխոսության ծավալմանը:

Միաժամանակ ԱՃԹ նախաձեռնությանն անդամակցելուն ուղղված առաջին քայլերի իրականացման միջոցով ծրագիրը հանքարդյունաբերության ոլորտի առավել մտահոգիչ կողմերի` ներառյալ հանքարդյունաբերությունից ստացված եկամտի վերաբերյալ բազմակողմ` կառավարություն- բիզնես- քաղաքացիական հասարակություն հանրային քննարկման սկիզբը կդնի:

Համաձայն 2015թ. նոյեմբերի 12- ին ստորագրված Իրականացման նամակի, ՀՀ կառավարության աշխատակազմը ծրագրի կենսագործման պատասխանատուն է: Նկատի առնելով այս իրողությունը, ՀՀ կառավարությունն իր ս.թ. հունվարի 20- ի նիստում դրամաշնորհային ծրագրի արտաբյուջետային հաշվի միջոցների ծախսման 2016թ. նախահաշիվը հաստատելու որոշում է ընդունել: Սույն իրավական ակտը թույլ կտա ապահովել ֆինանսական միջոցների տնօրինման և օգտագործման գործընթացը:
