Ռուսաստանի լիբերալ-դեմոկրատական կուսակցության ղեկավար Լեոնիդ Սլուցկին նամակ է ուղարկել Ռուսաստանի նախագահ Վլադիմիր Պուտինին՝ խնդրելով կառավարությանը հանձնարարել ուսումնասիրել Հյուսիսային ծովային ճանապարհին բևեռախույզ Արթուր Չիլինգարովի անունով կոչելու հնարավորությունը։ Ականավոր հայազգի գործիչը մահացել է 84 տարեկանում՝ հունիսի 1-ին։
Նամակում ասվում է, որ Չիլինգարովը հասկացել է Հյուսիսային ծովի երթուղու կարևորությունը և դրա ռազմավարական նշանակությունը երկրի տնտեսության և անվտանգության համար։
«Այդ պատճառով Արթուր Նիկոլաևիչը երկար տարիներ աշխատել է կարգավորող դաշտի ստեղծման վրա, որը որոշում է Հյուսիսային ծովային երթուղու ջրերում նավերի նավարկության իրավական կարգավիճակը, կանոնները և կազմակերպումը»,- ասվում է նամակում։
Փաստաթղթում նշվում է նաև, որ Չիլինգարովն անգնահատելի ներդրում է ունեցել Երկրի բևեռային շրջանների ուսումնասիրության և Հյուսիսային ծովային ճանապարհի իրավական կարգավիճակի ապահովման գործում։
ՌԼԴԿ-ի ղեկավարը, ՌԻԱ «Նովոստի»-ի հետ զրույցում, նշել է, որ որոշումը ոչ միայն հարգանքի տուրք կլինի, այլ նաև ազդանշան երիտասարդ սերնդի համար։ Նրա կարծիքով՝ անհրաժեշտ է «մեծացնել ապագա բացահայտողներին, որոնք պատրաստ են նվաճել անհայտը, երազել գիտական անհավանական բեկում մտցնելու մասին, այլ ոչ թե ապրել հեռախոսի էկրանով»։
Արթուր Չիլինգարովը Ռուսաստանի աշխարհագրական միության առաջին փոխնախագահն էր, Բևեռային պետական ակադեմիայի նախագահը, Բևեռախույզների ասոցիացիայի նախագահը։ Ընտրվել է VII և VIII գումարումների Պետդումայի պատգամավոր։ 2011–2014 թվականներին եղել է Դաշնության խորհրդի անդամ Տուլայի մարզից, իսկ 2014 թվականին նշանակվել է նաև Տուլայի մարզի նահանգապետի խորհրդական։ Հյուսիսային ծովային ճանապարհը Եվրոպայից Ասիա ամենակարճ ծովային ճանապարհն է։
Հյուսիսային ծովային ճանապարհի երթուղիները գտնվում են Արկտիկական ծովերի ջրերում և Հյուսիսային Սառուցյալ օվկիանոսի հարավային մասում, Արկտիկայի տարածքումՌուսաստանի բացառիկ տնտեսական գոտում:
