Բնակչության ռեգիստրի նոր համակարգի ներդրման մասով կառաջանա պետբյուջեի ծախսային ուղղությունների փոփոխման կարիք. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել մի շարք օրենքներում՝ «Բնակչության ռեգիստրի մասին», «Քաղաքացիական կացության ակտերի գրանցման մասին», «Դատական դեպարտամենտում ծառայության մասին», «Գիտական և գիտատեխնիկական գործունեության մասին», «Պաշտպանության մասին» և «Ազգային անվտանգության մարմինների մասին»: Ներկայում բնակչության ռեգիստրում տվյալների հավաքագրումն իրականացվում է «Բնակչության պետական ռեգիստրի մասին» օրենքի հիման վրա։ Այն ընդունվել է 2002 թվականին և ռեգիստրի արդիականացմանն ուղղված փոփոխություններ չեն կատարվել։

Նշվում է, որ բնակչության պետական ռեգիստրը (ԲՊՌ) կազմակերպչական առումով գործում է միգրացիայի և քաղաքացիության ծառայությունում, հանրային ծառայության համարանիշը (ՀԾՀ) տրվում է ԲՊՌ կողմից, ծննդյան ամսաթիվը պահվում է ԲՊՌ-ում, անձի ՀԾՀ-ը պարունակում է ծննդյան ամսաթիվը և սեռը, ՀԾՀ-ն ստեղծվում է ծննդյան գրանցման պահին, ԲՊՌ-ն գրանցում է ծնունդը արդարադատության նախարարությունից ստացված տվյալների հիման վրա, որը տնօրինում է ծննդի գրանցման գործընթացների հետ կապված տվյալների բազան, նորածինների մասին տեղեկատվությունն առաջինը գրանցում է արդարադատության նախարարությունը, անձի անունը արդարադատության նախարարության միջոցով գրանցվում է մնացած բոլոր տվյալների հետ մեկտեղ։

Այսինքն, բնակչության ռեգիստրը հանդիսանում է բնակչության ռեգիստրում գրանցման ենթակա տեղեկատվության հավաքագրման երկրորդային օղակ, ինչը հանգեցնում է ռեգիստրում այլ տեղեկատվական համակարգերից մուտքագրվող տվյալների թերի լրացման, համակարգի լեզուների անհամապատասխանության, ուստի և ոչ հստակ տեղեկատվության հավաքագրման։ Բացի դրանից, առկա են նաև մի շարք խնդիրներ տեղեկատվական այլ համակարգերի հետ փոխգործելիության, տեղեկատվության արդիականացման հետ կապված։

Արդյունքում բնակչության ռեգիստրն իրենից ներկայացնում է ոչ թե անձանց վերաբերյալ թարմացված ու արդիականացված տվյալների բազա, այլ անձանց փաստաթղթերի վերաբերյալ մասնակի տեղեկատվություն պարունակող համակարգ։ Ներկայում բնակչության վերաբերյալ տեղեկատվությունը պահպանվում է տարատեսակ տեղեկատվական համակարգերում՝ այս կամ այն մարմինների խնդիրների իրականացման անհրաժեշտությամբ պայմանավորված։ Մինչդեռ «Բնակչության ռեգիստրի մասին» նոր օրենքի նախագծի ընդունումը նպատակադրված է մեկ միասնական տեղեկատվական համակարգում մեկտեղելու բնակչության ռեգիստրում ներառման ենթակա տվյալները:

Պետական մյուս մարմիններն իրենց գործառույթների իրականացման համար կօգտվեն բնակչության ռեգիստրից։ Ասվում է, որ բնակչության ռեգիստրի նոր համակարգի ներդրման մասով կառաջանա պետբյուջեի ծախսային ուղղությունների փոփոխման կարիք, սակայն դրա չափը ներկայում հնարավոր չէ կանխատեսել:
