Ռուսաստանում ապօրինի միգրանտներին կարգելվի ամուսնանալ

Պետդումայի պրոֆիլային հանձնաժողովը հաստատել է միգրացիայի ոլորտում դաշնային պետական վերահսկողությունն ուժեղացնելու մասին օրենքը, մասնավորապես՝ անօրինական միգրանտներին արգելվում է վարորդական իրավունք ստանալ և ամուսնանալ, գրում է «Ինտերֆաքս»-ը։
Օրինագծի համաձայն՝ կմտցվի արտաքսման ռեժիմ։ Այն կսահմանվի Ռուսաստանի Դաշնության տարածքում ապօրինի բնակվող օտարերկրացիների նկատմամբ։ Այս ռեժիմի ներդրումը ենթադրում է որոշակի իրավունքների սահմանափակում Ռուսաստանի Դաշնությունում ապօրինի բնակվողների համար։
Նման քաղաքացիներին կսահմանափակվեն իրենց բնակության վայրը փոխելու, տրանսպորտ վարելու, ամուսնանալու, բանկային հաշիվներ բացելու, գույք և անշարժ գույք ձեռք բերելու կամ վաճառելու, որպես անհատ ձեռնարկատեր գրանցելու կամ իրավաբանական անձ բացելու իրավունքը։ Ռուսական իրենց հաշիվներից նրանք կկարողանան ամսական ծախսել ոչ ավելի, քան 30 հազար ռուբլի կամ մեկ այլ երկրի տոմս գնելու վրա։ Այս միջոցները այլ բանկերին փոխանցելը նույնպես արգելված է։
Ռեժիմը կդադարեցվի այն դեպքերում, երբ օտարերկրացին լքի Ռուսաստանը, կարգավորի իր իրավական կարգավիճակը կամ չեղարկի այս ռեժիմը կիրառելու որոշումը։
Մերձմոսկովյան Կրոկուսի քաղաքապետարանում տեղի ունեցած ահաբեկչությունից հետո, որը խլեց 144 մարդու կյանք և դարձավ վերջին երկու տասնամյակում ամենաարյունալի դեպքը Մոսկվայում, ՆԳՆ-ն արդեն փոփոխություններ է նախապատրաստում միգրացիոն օրենսդրությունը խստացնելու համար։ ՌԴ ՆԳՆ պաշտոնական ներկայացուցիչ Իրինա Վոլկը հայտնել է, որ իրենք նախատեսում են արգելել աշխատանքային միգրանտներին օրացուցային տարվա ընթացքում 90 օրից ավելի մնալ Ռուսաստանում, իսկ այս նորմը խախտելու դեպքում նրանք կարտաքսվեն առանց դատարանի որոշման:
Նրա խոսքով, փաստաթուղթը իրավական հիմքեր կստեղծի օտարերկրացու՝ Ռուսաստանի տարածք մուտք գործելիս կենսաչափական նույնականացման, ինչպես նաև միգրանտի թվային պրոֆիլի ստեղծման համար։ Բացի այդ, կսահմանվի վարչական հսկողություն ժամանող օտարերկրացիների նկատմամբ, որը պետք է իրականացնի ոստիկանությունը։
