Հավաքական անվտանգության պայմանագրի կազմակերպությունից (ՀԱՊԿ) դուրս գալու Հայաստանի որոշումը երկրի վերակողմնորոշումն է դեպի Արևմուտք։ Այս կուրսը վարչապետ Նիկոլ Փաշինյանը վարել է իշխանության գալուց ի վեր, Gazeta.Ru-ի հետ զրույցում ասել է Պետդումայի ԱՊՀ հարցերով հանձնաժողովի նախագահի առաջին տեղակալ Կոնստանտին Զատուլինը՝ մեկնաբանելով Փաշինյանի երեկվա հայտարարությունը ՀԱՊԿ-ի վերաբերյալ։
«Նա գնում է իր սեփական ընթացքով, ինչը միանգամայն ակնհայտ է։ Վեճի կամ բանավեճի առարկա կարող է լինել, թե 2018թ.-ին իշխանության գալով ինչքանով նա դրեց իր այս կուրսի հիմքը և , ինչպես տեսնում ենք բոլորս, սկսել է իրականացնել այն 2022թ.: Ու թեև Հայաստանի իշխանության վերակողմնորոշման բոլոր հրապարակային նշանները վերագրվում են 2022-ին, կարծում եմ, որ Նիկոլ Փաշինյանի գալուստն ի սկզբանե ոգեշնչված էր Հայաստանը դեպի Արևմուտք վերակողմնորոշելու գաղափարներով։ Ներառյալ Լեռնային Ղարաբաղի պատերազմը, որը Փաշինյանը ցուցադրաբար պարտվեց՝ միաժամանակ Ռուսաստանի վրա դնելով Ղարաբաղի և ղարաբաղցիների հետագա ճակատագրի պատասխանատվությունը: Դա ուղղակի կապող օղակ էր ընդհանուր ծրագրի մեջ, և ոչ թե դժբախտ պատահար կամ անբարենպաստ հանգամանքների միախառնում», - ասել է Զատուլինը:
Պատգամավորը նշել է, որ Ռուսաստանը շատ բան է կորցրել՝ փորձելով ուշադրություն չդարձնել Փաշինյանի քաղաքականությանը և շարունակելով հավատալ համագործակցության հնարավորությանը։
«Բազմիցս զգուշացրել եմ, որ մեր բոլոր ցանկությունները՝ պարոն Փաշինյանին հանգստացնելու, ցույց տալու, որ ուշադրություն չենք դարձնում, որ հավատում ենք լավագույնին, Փաշինյանի իշխանության հետ համագործակցելու հնարավորությանը, ընկալվում են որպես մեր թուլություն կամ չհասկանալ: Ինձ համար դա լիովին ակնհայտ էր Փաշինյանի իշխանության գալու առաջին օրերից։ Բայց լավագույն մտադրություններով, մինչ այժմ Ռուսաստանի պաշտոնական կուրսը եղել է Հայաստանում կատարվողին լիակատար չմիջամտությունը, Հայաստանի ընդդիմության հետ կապերի ակտիվացումից խուսափելը և այս ամենը չնկատել այն հույսով, որ դա կգնահատվի և կընդունվի ինչ-որ մեկի կողմից: Իմ կարծիքով՝ այս ճանապարհով մենք ոչինչ չշահեցինք, այլ միայն կորցրեցինք»,- եզրափակել է նա։
