Վրացական օրենքի անալոգը նույնիսկ ամենամեղմ ձևերով ընդունելու պարագայում, այն արժանանալու է քաղհասարակության և իշխանության դժգոհությանը

Ամիսներ տևած բողոքի գործողություններից, բախումներից հետո, Վրաստանի իշխանությունները վերջապես կամք դրսևորելով կարողացան ընդունել օտարերկրյա ազդեցության մասին օրենքը, թեպետ արևմտյան երկրներն ու միջազգային կազմակերպությունները ոչ միայն խստորեն քննադատում էին Վրաստանի գործող իշխանություններին, այլ նաև աջակցում ընդդիմությանն իր բողոքի ցույցերի մեջ։ Ավելին, նույնիսկ ԱՄՆ պատժամիջոցներ է ներդնում գործող իշխանությունների դեմ, որոնք, ի դեպ, հայտարարել են, թե իրենց ինքնիշխանությունը ոչ մի գրամ չեն զիջելու, իսկ ընդունված օրենքը ոչ միայն անհրաժեշտ է, այլ նաև չափազանց կարևոր։

Արևմտյան պետությունների երկերեսանի քաղաքականությունը դրսևորվում է նաև այս հարցով։ Ի դեպ, Վրաստանում ընդունված օրենքը հենց ամերիկյան օրենքի ավելի մեղմ տարբերակն է։ Այն, ինչ ԱՄՆ-ն ընդունում է իր երկրի տարածքում, ուրիշներին պարտադրում է չընդունել և չպայքարել օտարերկրյա ազդեցության ներթափանցման դեմ։ Մինչդեռ, չափազանց էական նշանակություն ունի այդ օրենքն ազգային անվտանգության տեսանկյունից։ 

2023 թվականին Վրաստանում օրենքի ընդունման փորձը ձախողվել էր, սակայն գործող իշխանությունները հասկացել էին, որ առանց դրա հնարավոր չի լինելու ապահովել Վրաստանի ազգային անվտանգությունը և պետականամետ դիրքորոշում էին որդեգրել։

Վրաստանում այդ օրենքի ընդունման ֆոնին սրվել են խոսակցությունները, նույնպիսի մի օրենք Հայաստանում ընդունելու վերաբերյալ, թեպետ գործող իշխանությունների պարագայում դա փոքր-ինչ դժվար կլինի, քանի որ փաշինյանական իշխանությունը որդեգրել է արևմտյան պետությունների և կառույցների խամաճիկը լինելու քաղաքականությունը։

Ակնհայտ է, որ վրացական օրենքի անալոգը նույնիսկ ամենամեղմ ձևերով ընդունելու պարագայում, այն արժանանալու է քաղհասարակության և իշխանության դժգոհությանը, թեպետ այս օրենքն առանցքային նշանակություն ունի Հայաստանի համար և տրամաբանական կլիներ, որ հենց քաղհասարակությունն ինքը շահագրգռված լիներ նման օրենքի ընդունման մեջ։ Օրենքը չափազանց կարևոր է ոչ միայն քաղաքական և անվտանգային, այլ նաև ազգային բարոյականության մասով։ Այդ կերպ օրենսդրական հիմքերի վրա կդրվեր օտար պետությունների ազդեցությունը Հայաստանում տարածելու քայլերը դատապարտելը։

Մի երկրում, որտեղ բազմաթիվ օտարերկրյա կազմակերպություններ կան, դրսից ֆինանսավորվող կառույցներ, հատկապես առանցքային նշանակություն ունի այս օրենքի ընդունումը, իսկ օտարերկրյա ազդեցության վերահսկումը չափազանց կարևոր է, ինչպես նաև հարկավոր է գործուն ջանքեր ներդնել դրա բարոյական ասպեկտները հանրությանը ներկայացնելու, ցույց տալու, որ յուրաքանչյուր պետության համար առանցքային նշանակություն ունի սեփական շահերն առաջ մղելը, այլ ոչ օտար պետությունների։ Հուսով ենք, որ Հայաստանում ապագա ազգային իշխանությունները կգնահատեն այս օրենքի անհրաժեշտությունը և նույնպիսի մի նախագիծ էլ իրենք կընդունեն։
