Ֆրանսիական Caesar-ը հրետանային միջոց է, որը նախատեսված է մինչև 40 կմ գերճշգրիտ խոցելիություն ապահովելու և 50 կմ հեռավորությամբ՝ արդեն խելացի հրթիռներով, խոցելիություն ապահովելու համար։

Այս մասին Tert.am-ի հետ զրույցում ասաց ռազմական փորձագետ Կարեն Հովհաննիսյանը։

Նա նշեց, որ այն 90-ականներին ստեղծված զենք է, բայց անընդհատ թարմացվում, վերաթարմացվում է, և հատկապես 2020 թվականից հետո զենքն իր «բումն» է ապրում։ Իր տեսակով այն, կարելի է ասել, ՆԱՏՕ-ական մնացած բոլոր նմանատիպ զենքերից է և առաջատար դիրքում է գտնվում։

Փորձագետի խոսքով՝ այս զենքն անցել է նաև պատերազմի բովով։

«Ասել է թե՝ քննությունը լավ հանձնած զենք է․ կռվել է Սիրիայի դեմոկրատական ուժերի կողմից իսլամական պետության զինյալների դեմ, Աֆղանստանում է կռվել, անցել է այդ բովով, իսկ արդեն 2022 թվականից՝ նաև Ուկրաինայում։ Ֆրանսիան այս զինատեսակը ցանկանում է ավելի կատարելագործել և մինչև 2030-ը կլինի նորը, որը լինելու է ավելի թվայնացված, ավելի արհեստական բանականությամբ կիրառման զենք, և այն ավելի արդյունավետ է, քան, օրինակ, 2020 թվականին արտադրվածը։ Բայց այնպես չէ, որ 2020 թվականինը հնացած է»,- ասաց նա։

Հարցին՝ այն միայն պաշտպանողակա՞ն է, նա պատասխանեց․ «Որպես կանոն այս զինատեսակի ընտանիքին պատկանող զինտեխնիկաները և՛ պաշտպանողական են, և հարձակողական՝ նայած, թե ինչպիսի կիրառության մեջ է այն դրվում և ինչպես է օգտագործվում։ Ես նշեցի, որ այն 40 կմ հեռավարություն ունի, կարող է թշնամու թիկունքն ավելի խորը խոցել, դրա համար այն և՛ հարձակվողական է, և՛ պաշտպանողական, չի կարելի ասել, թե այն միայն պաշտպանողական է ։ Օրինակ՝ «Բայրաքթարը» բացարձակ հարձակվողական զենք է, պաշտպանական չէ, սա է տարբերությունը»։

Ինչ վերաբերում է նրան, որ ՌԴ ԱԳՆ-ն արձագանքել է ՀՀ-ի կողմից զինատեսակի ձեռքբերմանն ու նշել, որ «արևմուտքի զենքը խաղաղություն չի բերում», Հովհաննիսյանը նշեց, որ իրականում հասկանալի է ՌԴ-ի արձագանքը, որովհետև ՀՀ-ն իր համար ռազմավարական դաշնակցային գործընկեր է և, կարծես, ռազմաարդյունաբերությունից հիմնական օգտվող երկրներից մեկը։

«Միևնույն ժամանակ, ՌԴ-ն, կարծես թե, անտեսում է այն փաստը, որ գտնվում է ռազմական գործողությունների մեջ, և խնդիր ունի անվտանգային առումով։ Բացի այդ, նա սահմանափակել է ռազմաարդյունաբերության արտահանումը, մինչդեռ մեզ անհրաժեշտ է անվտանգային միջավայր ձևավորել և մեզ պետք է, որ կարողանանք մեր հարցերը լուծել։

Իրականում Ռուսաստանը, հատկապես 2020 թվականից հետո, երբ մենք զենքի փնտրտուքների մեջ ենք զինամթերք ձեռք բերելու առումով, անընդհատ խնդիրներ է ստեղծում մեզ համար, օրինակ, տեղափոխման հարցում։ Պայմանավորվածութունները, որ մենք ձեռք ենք բերել, նա անուղղակիորեն փորձել է ազդել մատակարարների վրա, որպեսզի այդ մատակարարվող զենքն առնվազն ուշանա։ Ինչ-որ առումով «խանդով է մոտենում», որովհետև ռազմավարական գործընկերություն է սկսում Հայաստանը մեկ այլ պետության հետ, ինչը նշանակում է իր ազդեցության գոտուց դուրս գալ՝ ուզած, թե չուզած»,- ասաց նա։

Հարցին՝ ի՞նչ քանակի զինամթերքի մասին է խոսքը, նա ասաց․ «Ֆրանսիական պարբերականը լուրեր տարածեց, որ Հայաստանը պատվիրել է 36 միավոր հրետանային միջոց, որոնք պետք է մատակարարվեն 15 ամսվա ընթացքում։ Սա շատ լուրջ թիվ է։ Ֆրանսիան 15 ամսվա ընթացքում ոչ մի պետության չի մատակարարել այդ քանակությամբ զինտեխնիկա, նույնիսկ մինչև 36 միավորի պայմանագիր ոչ մի պետության հետ չի կնքվել»։
