Ռուսաստանը Կապանում հյուպատոսություն է ուզում, բայց ՔՊ-ն կարող է խանգարել

Ռուսաստանը ցանկանում է Կապանում հյուպատոսություն բացել, իսկ Հայաստանի իշխանությունները թույլատվություն տվել են, բայց առայժմ վերջնական համաձայնություն չեն տալիս։
 
Ռուսաստանի փոխարտգործնախարար Եվգենի Իվանովը հայտարարել է, թե Մոսկվան ակնկալում է հյուպատոսությունը Կապանում բացել մոտ ապագայում։ Հստակ ժամկետներ դիվանագետը կրկին չի նշել, ասել է, թե ակնկալում են, թե այն տեղի կունենա մինչև տարեվերջ։
 
2023 թվականին նոյեմբերի 2-ին Ռուսաստանի կառավարությունը հավանություն տվեց Կապանում գլխավոր հյուպատոսություն բացելու համաձայնագրին։ Արարատ Միրզոյանը հաստատել էր, որ Մոսկվան Կապանում հյուպատոսություն բացելու ցանկություն ունի, Երևանն էլ համաձայնություն է տվել։
 
Ներկայումս Կապանում միայն մեկ հյուպատոսություն կա՝ Իրանինը, թեև արևմտյան երկրները, մասնավորապես Ֆրանսիան, ևս ցանկություն ունեն Կապանում հյուպատոսություն բացելու։
 
Ռուսաստանը Հայաստանում հյուպատոսություն ունի միայն Գյումրիում, իսկ Կապանում հյուպատոսության բացումն առանցքային և կարևոր նշանակություն ունի Ռուսաստանի համար։
 
Մեր աղբյուրների փոխանցմամբ՝ «Քաղաքացիական պայմանագիրը» ցանկանում է կանխել ռուսական հյուպատոսության բացումը Կապանում, և գործող իշխանությունները մտադիր են բավականին լուրջ խոչընդոտներ հարուցել այդ ճանապարհին, մասնավորապես Ռուսաստանի դեսպանն ամիսներ առաջ այցելել է Կապան, համապատասխան տարածք ընտրել նոր հյուպատոսության համար։
 
Չի բացառվում, որ, ի վերջո, արտգործնախարարությունը, պատճառաբանելով հայ-ռուսական հարաբերությունների վատթարացումը, հրաժարվի ընդհանրապես Կապանում ռուսական հյուպատոսություն բացելու գաղափարից, փոխարենը նախապատվություն տա արևմտյան երկրների հյուպատոսություններին։
 
Հիշեցնենք՝ Ռուսաստանը նաև հյուպատոսություն ցանկանում է բացել օկուպացված Ստեփանակերտում, այստեղ էլ Ադրբեջանի քաղաքական ուժերն են լուրջ հակազդեցություն ցուցաբերում՝ նշելով, որ Լեռնային Ղարաբաղից ռուսական զորքերի դուրս բերումից հետո կրկին ռուսների մուտքն այնտեղ թողնելը ոչ նպատակահարմար են համարում։
