«Փաստ» օրաթերթը գրում է.
Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություն կատարել կառավարության 2015 թ. սեպտեմբերի 17-ի N 1118-Ն որոշման մեջ: Նշվում է, որ նախագիծը մշակվել է իրավական պայմաններ ստեղծելու՝ ԵԱՏՄ տարածքից դուրս և ԵԱՏՄ տարածքում չարտադրվող (կամ ոչ բավարար քանակով արտադրվող, կամ պահանջվող տեխնիկական չափորոշիչներով չարտադրվող) երրորդ երկրներից ներմուծվող միկրոավտոբուսները գերակա ոլորտում իրականացվող ներդրումային ծրագրի շրջանակներում տնտեսվարողներին մաքսատուրքից ազատելու արտոնությունից օգտվելու համար։
Կառավարության 2021-2026 թթ. գործունեության միջոցառումների ծրագրի համաձայն, միջմարզային և ներմարզային ուղևորափոխադրումների որակի բարձրացումը իրականացվում է երթուղիների օպտիմալացման և մրցութային գործընթացով սպասարկման իրավունքի տրամադրման պայմանների փոփոխությամբ, այն է՝ նախկինում 1 երթուղի – 1 սպասարկող օպերատոր սկզբունքից անցում կատարելով մեկ տարածաշրջանի կամ մարզի երթուղիներ – 1 սպասարկող օպերատոր սկզբունքին, այսպիսով ձևավորելով միասնական երթուղային ցանցը Հայաստանի ողջ տարածքում։ Նոր սկզբունքով ձևավորվող համակարգերում անհրաժեշտ է իրականացնել մի քանի անգամ ավելի ներդրում, քանի որ մրցույթի դրվող երթուղիների քանակի ավելացման արդյունքում ավելանում է ներդրման չափը։
Միջմարզային, ներմարզային և խոշորացված համայնքներում բնակավայրերի միջև իրականացվող կանոնավոր ուղևորափոխադրումներում գերակշիռ մաս են կազմում միկրոավտոբուսներով փոխադրումները։ Միկրոավտոբուսների թվաքանակի գերակշռումը ավտոբուսների քանակի նկատմամբ այդ երթուղիներում գլխավորապես պայմանավորված է առկա ուղևորահոսքով և երթուղային ցանցը կազմակերպող լիազոր մարմնի իրականացրած ուսումնասիրություններով: ԵԱՏՄ տարածքում որոշ դեպքերում արտադրվող միկրոավտոբուսները կարող են չբավարարել սպասարկող օպերատորների կողմից ներկայացվող պահանջներին և անհրաժեշտություն առաջանա ներկրել միության տարածքից դուրս արտադրվող միկրոավտոբուսներ, սա կհանգեցնի լրացուցիչ ֆինանսական բեռի սպասարկող օպերատորների համար։
Նախագծով առաջարկվում է հնարավորություն տալ կանոնավոր ուղևորափոխադրումները սպասարկող օպերատորներին օգտվել մաքսատուրքից ազատվելու արտոնությունից՝ վերջիններիս կողմից ԵԱՏՄ տարածքից դուրս արտադրվող և սպասարկող օպերատորների կողմից ներկայացվող չափորոշիչներով ԵԱՏՄ տարածքում բացակայող միկրոավտոբուսների ներմուծման դեպքում։ Առաջարկվում է խթանել երրորդ երկրներից ներկրվող և կանոնավոր ուղևորափոխադրումների ոլորտում ներգրավվող տրանսպորտային միջոցների թարմացման գործընթացը՝ հնարավորություն ընձեռելով անհատ ձեռնարկատերերին և կազմակերպություններին ներկրել նոր արտադրության ավտոտրանսպորտային միջոցներ։
