Պետպատվերով պետությունից ու քաղաքացուց գումար են գանձել. ՊՎԾ բացահայտումները

Պետպատվերով մատուցած ծառայության համար որոշ բժշկական կենտրոններ 2022-2024թթ․ կրկնակի գանձումներ են իրականացրել՝ գումար ստանալով և՛ պետական բյուջեից, և՛ քաղաքացիներից։
«Բարորակ ուռուցքների վիրահատությունը պետպատվերի շրջանակում չի հատուցվում և բժշկական կենտրոնները, փաստացի, բարորակ ուռուցքի վիրահատությունը էլեկտրոնային համակարգում ներկայացրել են որպես չարորակ ուռուցքի վիրահատություն, որը փոխհատուցվում է»,- «Լուրեր»-ի հետ զրույցում նշեց ՊՎԾ ղեկավարի տեղակալ Անրի Վարդանյանը։
Այսպիսի շատ խախտումներ է արձանագրել ՊՎԾ-ն՝ ուսումնասիրություններ անցկացնելով շուրջ 1 տասնյակ ԲԿ-ներում և Առողջապահության նախարարության պետական առողջապահական գործակալությունում։
«Մեր վերահսկողության արդյունքում՝ արձանագրվել են շուրջ 600 միլիոն դրամի տարաբնույթ խախտումներ։ Հատկանշական է, որ ավելի քան 300 միլիոն դրամ վերականգնվել է տվյալ կազմակերպությունների կողմից»,- ընդգծեց ՊՎԾ ղեկավար Ռոմանոս Պետրոսյանը՝ հավելելով, որ 244 միլիոն դրամը վերադարձվել է պետական բյուջե։
Նրա խոսքով՝ գանձումները շատ դեպքերում նաև փաստաթղթավորվում են նվիրաբերության պայմանագրերով և արդյունքում այն քաղաքացին, որ ամբողջապես պետք է սպասարկվեր պետպատվերով, ստիպված է լինում նաև սեփական միջոցներից որոշակի գումար վճարել տվյալ ԲԿ-ին։ Նվիրաբերության շուրջ 2000 պայմանագիր է կնքվել՝ մոտ 250 միլիոն դրամի։
«Մեր պահանջով՝ նշված ԲԿ-ն հրավիրում է բոլոր քաղաքացիներին ԲԿ և խզում է նվիրաբերության պայմանագիրը ՝ հետ վերադարձնելով քաղաքացիներից ստացված գումարները։ Այս պահի դրությամբ՝ շուրջ 48 միլիոն դրամ արդեն իսկ վերադարձվել է քաղաքացիներին»,- ընդգծեց ՊՎԾ ղեկավարի տեղակալ Անրի Վարդանյանը։
Չնայած տվյալ գումարները ենթակա են վերադարձման՝ 377 քաղաքացի է լուծել պայմանագիրը, 484-ը հրաժարվել է այն հիմնավորմամբ, որ ԲԿ-ից որևէ պահանջ չունի։
