«168 ժամ» թերթը գրում է. «Հունվարի 20-ից Ռուսաստանն արգելել է Հայաստանից մի շարք գյուղմթերքների, այդ թվում՝ կաթնամթերքի, մսի ներմուծումը Ռուսաստան։ Ներմուծման արգելքը մտցվել է գյուղատնտեսական վերահսկողական ծառայության՝ «Ռոսսելխոզնադզորի» կողմից՝ պայմանավորված Հայաստանում դաբաղ տիպի հիվանդության հետ կապված իրավիճակով։ Ռուսական իշխանությունները, ըստ պաշտոնական պարզաբանման, մտավախություն ունեն, որ Հայաստանից ներմուծվող գյուղմթերքների հետ այդ հիվանդությունը կարող է ներթափանցել Ռուսաստան։

Ֆորմալ առումով ամեն ինչ նորմալ է. Ռուսաստանի համապատասխան ծառայությունը տեղեկացել է Հայաստանում տարածված հիվանդության մասին եւ ցանկանում է պաշտպանել սեփական քաղաքացիներին՝ անորակ գյուղմթերքների առաջարկից: Բայց դա՝ միայն ֆորմալ առումով: Իրականում «Ռոսսելխոզնադզորը» ոչ թե գյուղատնտեսական ծառայություն է, այլ դրա անվան տակ գործող քաղաքական մահակ, որը Ռուսաստանի իշխանությունը կիրառում է բոլոր այն երկրների դեմ, որոնց հետ հարաբերություններում իրեն ոչ հաճո երեւույթներ են արձանագրվում:

Նաեւ «Ռոսսելխոզնադզորի» միջոցով էր ռուսական շուկան փակվում ուկրաինական ու մոլդավական ապրանքների առջեւ՝ այդ երկրների հետ Ռուսաստանի հարաբերությունների լարման ժամանակահատվածում: Մի խոսքով, «Ռոսսելխոզնադզորի» որոշումը պետք է մտահոգի ոչ միայն ու ոչ այնքան՝ գյուղատնտեսության ու սննդի անվտանգության մեր համապատասխան կառույցներին՝ դաբաղ հիվանդության առկայության առումով, այլ Արտգործնախարարությանն ու արտաքին քաղաքականությամբ զբաղվող այլ ինստիտուտներին:

Վերջիններս պետք է պարզեն, թե Հայաստանի որ քայլը կամ քայլերն այդքան դուր չեն եկել ռուսներին, որ նրանք Հայաստանի նկատմամբ կիրառում են իրենց «գյուղատնտեսական մահակը»: Հայաստանն այս օրերին ակտիվորեն բանակցում է Եվրամիության հետ՝ նոր համաձայնագրի ստորագրման շուրջ, Իրանի նկատմամբ պատժամիջոցների չեղարկումից հետո Հայաստանում ամեն օր ավելի շատ են խոսում Իրանի հետ հարաբերություններում բացվող նոր հեռանկարների, իրանական էներգետիկ աղբյուրներից օգտվելու միջոցով Ռուսաստանից ունեցած էներգետիկ կախվածության դիվերսիֆիկացման մասին: Հաշվի առնելով այն հանգամանքը, որ այս գործընթացները դեռ նոր են սկսվել, չպետք է բացառել, որ առաջիկայում «Ռոսսելխոզնադզորը» զանազան վարակներ «հայտնաբերի» հայկական բանջարեղենի, կոնյակի ու Ռուսաստան արտահանվող այլ ապրանքատեսակների մեջ:

Նրանք հավանաբար մտածում են, որ այդպիսով Հայաստանին կստիպեն հերթական անգամ հանդես գալ խնդրողի դիրքերից՝ ռուսական շուկան բացելու դիմաց Ռուսաստանից կախվածության թուլացման մասին անգամ չմտածելու պայմանով: Ռուսաստանի այս գործելաոճին, սակայն, պետք է պատասխանել ոչ թե ավանդական՝ խնդրողի դերից, այլ՝ իրենց մեթոդներով:

Հաշվի առնելով այն հանգամանքը, որ Ռուսաստանից Հայաստան ներկրվող «ամենավարակված» ու բացիլակիր ապրանքը ռուսական քարոզչությունն է, կարելի է արգելել ռուսական հեռուստաընկերությունների հեռարձակումը: Ժամանակավորապես, իհարկե, ինչպես «Ռոսսելխոզնադզորը»՝ հայկական գյուղմթերքների դեպքում: Մինչեւ անցնի «դաբաղը»:
