Կաշառքի դիմաց վարորդական վկայականներ ստանալու փաստերով քննված քրեական վարույթով նախաքննությունն ավարտվել է. որպես մեղադրյալ է ներգրավվել շուրջ 3 տասնյակ անձ:

«ՀՀ հակակոռուպցիոն կոմիտեի օպերատիվ-հետախուզական վարչության կողմից իրականացված միջոցառումների և դրանց հիման վրա նախաձեռնված բազմադրվագ քրեական վարույթով կատարված ապացուցողական և այլ վարութային գործողությունների արդյունքում բացահայտվել են կաշառքի դիմաց վարորդական վկայականներ ստանալու մի քանի տասնյակ դեպքեր:

Մասնավորապես՝ հիմնավորվել է, որ ՀՀ ՆԳՆ ոստիկանության «Ճանապարհային ոստիկանություն» ծառայության Արմավիրի մարզի հաշվառման-քննական բաժանմունքի ավագ տեսուչ Ս. Կ.-ն, օգտագործելով ծառայողական լիազորություններն ու դրանցով պայմանավորված ազդեցությունը, իր մտերիմ Ս. Պ.-ի օժանդակությամբ, վարորդական վկայական ստանալու համար դիմած բազմաթիվ քաղաքացիներից ստացել է տարբեր չափերի կաշառք: Ընդ որում՝ կաշառքի գումարի չափը յուրաքանչյուր անձի դեպքում կազմել է մինչև 400.000 ՀՀ դրամ:

Նախաքննությամբ պարզվել է, որ 2023 թ. ընթացքում, Ս. Պ.-ի օժանդակությամբ, ՃՈ ավագ տեսուչ Ս. Կ.-ն, վարորդական վկայական ստանալու համար դիմած շուրջ 30 քաղաքացիներից ընդունելով ձևական բնույթ կրող տեսական և գործնական քննություններ, կազմել է կեղծ փաստաթղթեր առ այն, որ թեկնածուները հաջողությամբ հաղթահարել են քննությունները: Որոշ դեպքերում էլ թեկնածուներն առհասարակ քննության չեն մասնակցել, սակայն Ս. Կ.-ն դարձյալ կազմել է քննությունները հանձնելու վերաբերյալ կեղծ փաստաթղթեր, որոնք հիմք են հանդիսացել վարորդական վկայական տրամադրելու համար: Դրա դիմաց ՃՈ տեսուչը նշված բոլոր քաղաքացիներից 2023 թվականի ընթացքում ընդհանուր առմամբ ստացել է 6,5 միլիոն ՀՀ դրամ կաշառք:

Արդյունքում՝ տեսական և գործնական գիտելիքներ չունեցող բազմաթիվ քաղաքացիներ ապօրինի ստացել են վարորդական վկայականներ և շահագործել տրանսպորտային միջոցներ՝ այդ կերպ վտանգելով ճանապարհային երթևեկությունը:

Վերը նշված հանցավոր արարքների կատարման համար ՃՈ ավագ տեսուչ Ս. Կ.-ին մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 3-րդ կետով 29 դրվագ (Կաշառք ստանալը), 441-րդ հոդվածի 1-ին մասով 15 դրվագ (Պաշտոնատար անձի կողմից իշխանական կամ ծառայողական լիազորությունները կամ դրանցով պայմանավորված ազդեցությունը չարաշահելը) և 445-րդ հոդվածի 1-ին մասով 15 դրվագ (Պաշտոնեական կեղծիքը), իսկ ՃՈ տեսուչին օժանդակած Ս. Պ.-ին՝ 46-435-րդ հոդվածի 2-րդ մասի 3-րդ կետով 29 դրվագ (Կաշառք ստանալուն օժանդակելը):

Քրեական վարույթով նախաքննությունն ավարտվել է, և վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկվել են դատարան՝ ըստ էության քննելու համար»,- ասվում է հաղորդագրության մեջ:
