Ադրբեջանը չի պատրաստվում ՀՀ իշխանությունների հետ խաղաղության պայմանագիր կնքել․ Արշակ Կարապետյան

Ադրբեջանն օրեցօր նոր ու անընդունելի պահանջներ է ներկայացնում Հայաստանին՝ ապացուցելով, որ մտադիր չէ խաղաղության պայմանագիր կնքել և նոր ռազմական էսկալացիայի է ձգտում։ Իլհամ Ալիևը նախօրեին ընդունելով Կանադայի նոր դեսպանին, միանգամից երեք կոշտ պահանջ է ներկայացրել՝ «արևմտյան ադրբեջանցիների» անվտանգության ապահովում՝ օտարերկրյա միջնորդական առաքելության երաշխավորությամբ, «արևմտյան ադրբեջանցիների» ադրբեջաներենով կրթության իրավունքի ապահովում, սահմաանդրության փոփոխում։
Ալիևը, ի դեպ, հստակ և առանց այլևայլությունների է ներկայացնում իր պահանջները՝ պնդելով, որ դրանց չկատարելու դեպքում որևէ պայմանագիր չի լինելու։ Ադրբեջանական աղբյուրների պնդմամբ, մոտ 200-300 հազար ադրբեջանցիներ կարող են վերաբնակեցվել Հայաստանում, հիմնականում Սյունիքի մարզն է թիրախում։ Իսկ նման վերաբնակեցումը ոչ այլ ինչ է, քան Հայաստանի վերջը։
Փաշինյանական վարչախումբը վերջին շաբաթներին քանիցս հայտարարել է, թե պատրաստ է մեկ ամսում պայմանագիր կնքել։ Ալիևը մի քանի ամիսն է շեշտում, հընթացս էլ խոսում իր պահանջները հստակ կատարելու պայմանի մասին։ «Պետք է հասկանալ, որ 1-2 տարում դժվար է լուծել խնդիրները, որոնց շուրջ հնարավոր չի եղել համաձայնության գալ 28 տարվա ընթացքում։ Ադրբեջանի և Հայաստանի միջև բովանդակային բանակցությունները սկսվել են գրեթե դեկտեմբերին, որովհետև մինչ այդ Հայաստանը ցանկանում էր խաղաղության համաձայնագրում ներառել Լեռնային Ղարաբաղի հարցը, և դա անընդունելի էր»,- ասել է նա, հավելել, թե խաղաղության համաձայնագրի հիմնական պայմանը Հայաստանի Սահմանադրության փոփոխությունն է, որովհետև այն տարածքային պահանջներ է պարունակում Ադրբեջանի նկատմամբ, և մինչև դա տեղի չունենա, խաղաղության պայմանագիր չի ստորագրվի։ «Սա հայտնի խնդիր է»,- ասվում է Ադրբեջանի տարածած հաղորդագրության մեջ։
«Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար, գեներալ-մայոր Արշակ Կարապետյանը նշել էր, թե որևէ մեկը չի պատրաստվում ՀՀ իշխանությունների հետ խաղաղության պայմանագիր կնքել։ Իսկ վարչախումբն էլ առնվազն երեք տարի կորցրել է պատրանքներ տածելու, ռազմավարական դաշնակիցների հետ հարաբերությունները փչացնելու, բայց ոչ ռազմական ներուժը վերականգնելու, թշնամու ախորժակը զսպելու ուղղությամբ։ Դա թե՛ իշխանությունների դիլետանտիզմի, թե՛ պարզ դավաճանության հետևանքն է։
Վարչախումբը երկիրը փոսից դուրս բերելու փոխարեն նոր աղետներ է բերում՝ տրվելով արևմտյան սին խոստումներին, գործուն քայլեր չանելով իրավիճակը բեկելու ուղղությամբ։
