«Փաստ» օրաթերթը գրում է.

Առողջապահության նախարարությունն առաջարկում է փոփոխություններ կատարել կառավարության 2007 թ.-ի փետրվարի 1-ի N 201-Ն որոշման մեջ: Աշխատանքային օրենսգրքի 142-րդ հոդվածը կարգավորում է աշխատաժամանակի ռեժիմը, որի 7-րդ մասը նախատեսում է, որ առողջապահական, հոգաբարձության (խնամակալության), մանկական դաստիարակչական, էներգամատակարարման, գազամատակարարման, ջերմամատակարարման, կապի և աշխատանքի այլ առանձնահատուկ բնույթ ունեցող բնագավառների աշխատողների աշխատանքի և հանգստի ռեժիմի առանձնահատկությունները սահմանվում են N 201-Ն որոշմամբ: Առողջապահական բնագավառի աշխատողների համար, կախված նրանց զբաղեցրած պաշտոնից և (կամ) մասնագիտությունից, սահմանվում է աշխատաժամանակի նորմալ առավելագույն տևողությունը՝ 24, 30, 33 և 36 ժամ։

Աշխատաժամանակի տևողությունը փոխկապակցված է տվյալ աշխատանքի վնասակարության հետ։ Ըստ նախարարության, ուսումնասիրությունը վկայում է, որ բազմաթիվ մասնագիտությունների մասով աշխատողների աշխատանքի և հանգստի ռեժիմի առանձնահատկությունները կորցրել են իրենց արդիականությունը և կարիք ունեն վերանայման։ Մի շարք ծառայությունների մասով, օրինակ՝ ֆիզիոթերապևտիկ բուժկանխարգելիչ կազմակերպություններ, բաժանմունքներ, կաբինետներ և այլն, աշխատաժամանակի սահմանափակումը պայմանավորված է եղել կիրառվող սարքավորումների վտանգավորության հետ, ինչը գիտատեխնիկական նվաճումների արդյունքում էապես բարելավվել է, և, հետևաբար, աշխատաժամանակի սահմանափակումները կորցրել են իրենց արդիականությունը։

Նշվում է, որ, օրինակ՝ քաղաքացիների բժշկասոցիալական փորձաքննություն իրականացնող իրավասու պետական մարմինների աշխատաժամանակի սահմանափակումը անդրադառնում է վերջինների կողմից սպասարկման ենթակա քաղաքացիների քանակի վրա, հետևաբար դրա վերացումը կնպաստի ավելի մեծ քանակությամբ քաղաքացիների սպասարկման, հերթերի ու դժգոհությունների կրճատմանը։ 2027 թ.-ի հունվարի 1-ից նաև ուժը կորցրած է ճանաչվելու որոշման ցանկ 1-ի «X» կետը, ինչը պայմանավորված է Առողջության առաջնային պահպանման (ԱԱՊ) օղակի աշխատանքների բարելավման ռազմավարական մոտեցումների հետ, որի շրջանակներում նախատեսվում է սահմանել ԱԱՊ օղակի առանցքային դերակատարումը ապահովագրական համակարգում, սա ենթադրում է քաղաքացիների այցելությունների ավելացում, և, հետևաբար, այդ պայմաններում անհրաժեշտություն է առաջանալու աշխատաժամանակի վերանայման։

Նախագծի ընդունման նպատակն է` պահպանելով բուժաշխատողների վարձատրության չափը` համապատասխանեցնել բուժաշխատողների աշխատաժամանակը բժշկական ծառայությունների պահանջարկին, ինչպես նաև համապատասխանեցնել բուժաշխատողների աշխատանքի ռեժիմի գործող կարգավորումները ներկա ժամանակի պահանջներին՝ հաշվի առնելով բնագավառում տեղի ունեցած գիտատեխնիկական նվաճումները:
