«Փաստ» օրաթերթը գրում է.

Հայաստանի օրվա իշխանություններն իսկապես «մտքի գիգանտ» են ու աչքի են ընկնում ոչ միայն ավերելով, այլև ծայրահեղ հեռահար «նպատակներ» առաջ քաշելով։ Օրինակ՝ դեռևս 2019 թվականին Փաշինյանը ձևակերպեց մինչև 2050 թվականը Հայաստանի ռազմավարական նպատակները, ի մասնավորի՝ Հայաստանի բնակչությունը հասցնել առնվազն 5 միլիոն մարդու, ստեղծել 1 միլիոն 500 հազար աշխատատեղ, ապահովել առնվազն 2,5 միլիոն մարդու զբաղվածությունը, աղքատությունը իսպառ վերացնել: Դե, տնտեսական առումով էլ Հայաստանը պետք է դառնա արդյունաբերական երկիր, ՀՆԱ-ն՝ 15-ապատկվի, աշխատավարձը՝ յոթնապատկվի։ Նպատակներում անդրադարձ էր կատարվում նաև անվտանգությանը, առողջապահությանը, կրթությանն ու սպորտին վերաբերող բարձր նշաձողերին։

Այդ «նշաձողերին» դեռ կանդրադառնանք: Իսկ մինչ այդ պարզապես արձանագրենք, որ այս իշխանությունների սիրելի զբաղմունքներից է 2-3 տասնամյակ հեռավորությամբ «ռազմավարական նպատակներ» սահմանելը. դե, այդ ժամանակ ոչ ոք իրենցից պատասխան չի պահանջելու, ինչպես առիթ ունեցել ենք նշելու՝ «ով՝ սաղ, ով մեռած»: Այսինքն անպատասխանատու իշխանությունը առաջ է քաշում անպատասխանատու ուտոպիաներ, որոնք որևէ պարտավորություն չեն ենթադրում թե՛ ժամանակային հեռավորության տեսանկյունից, թե՛ այն առումով, որ իրենք ամենաշատը մեկուկես տարի անց իշխանություն չեն լինելու... Փոխարենը այս իշխանությունները կարճաժամկետ կտրվածքով որևէ դրական քայլ չեն անում, լրիվ հակառակը՝ քանդում են ինչ հնարավոր է: Մյուս կողմից՝ անցած հինգ տարում որևէ բան չի արվել՝ գեթ մի չնչին չափով այդ նպատակներին մոտենալու ուղղությամբ։

Ավելին, Հայաստանը ոչ թե մոտեցել է այդ նպատակներին, այլ ավելի է հեռացել։ Մյուս կողմից էլ՝ շատ տարօրինակ է նման գործելաոճը, քանի որ մենք դեռ չգիտենք, թե այս տարի ինչ տեղի կունենա Հայաստանի հետ, քանի որ իշխանությունները մի կողմից՝ վաճառքի են հանել մեր պետության ինքնիշխանությունը, իսկ մյուս կողմից էլ՝ ժողովրդին վախեցնում են նոր պատերազմով ու ադրբեջանական ագրեսիայով։ Ու, ընդհանրապես, եթե «ռազմավարական նպատակների» համար տասնամյակներ են պետք, ապա մեր ունեցածը քանդելու մտադրության համար իշխանություններին մեկ տարին էլ բավական է։ Օրինակ՝ Փաշինյանը 2019 թվականի իր այդ նույն հայտարարության մեջ հատուկ շեշտում էր, թե «Արցախը Հայաստան է, և վերջ»։ Նույն օրն, ի դեպ, նա այդ բացականչությունն արել էր Արցախի Վերածննդի հրապարակում:

Ի՞նչ եղավ հետո... Ընդամենը մեկ տարի հետո հրահրեց պատերազմ, դարձավ հազարավոր քաջորդիների զոհվելու պատճառ, Արցախի մի մասը հանձնեց, իսկ որոշ ժամանակ անց էլ Արցախը հայտարարեց որպես Ադրբեջանի մաս։ Նույն կերպ էլ, եթե ռազմավարական նպատակադրումներում նշվում էր, որ բանակի մարտունակության ցուցանիշով պետք է տեղ զբաղեցնենք աշխարհի առաջատար երկրների առնվազն առաջին 20-յակում, ապա անվտանգային համակարգն այն աստիճանի է քանդվել, որ բանակի մարտունակության բարձրացման մասին խոսք անգամ լինել չի կարող։ Ընդ որում, իշխանություններն այնպիսի արագությամբ են տարիների, անգամ տասնամյակների կառուցվածքը քանդում ու հողերը հանձնում, որ պետք է գոհ լինենք, որ դեռ պետություն ունենք։ Երևի «մխիթարվենք», որ դեռևս ավելի ծանր հանգրվանի չենք հասել։ Թերևս այս հարցում իշխանություններն իսկապես «թերացել» են։ Առայժմ...
