Կոռուպցիան պոզով-պոչով չի լինում

«Հայաստանում համակարգային կոռուպցիան արմատախիլ է արվել»,- սիրում է հայտարարել գործող վարչախմբի պարագլուխ Նիկոլ Փաշինյանը։
«Հայաստանում համատարած կոռուպցիա է տիրում»,- հակադարձում էին անգամ վարչախմբին լոյալ իրավապաշտպանները։
«Հայաստանում համատարած համակարգային կոռուպցիա է»,- կասի միջին վիճակագրական ողջամիտ քաղաքացին ու չի սխալվի։
2018 թ. իշխանափոխությունից հետո «հեղափոխական» թիմը հայտարարում էր, թե արմատախիլ են անելու կոռուպցիան։ Ցուցադրական մեկ-երկու դեպքերից հետո վարչախումբն ամբողջ թափով լծվեց սեփական կարիքները պետության գանձարանի հաշվին լուծելու գործին, նախկինում փաբերում պարտքով գարեջուր խմողները նորակառույցներում հիփոթեքով տներ ու շքեղ մեքենաներ գնեցին, արագ լավարկեցին իրենց կենսապայմանները։ Իսկ կոռուպցիայի դրսևորումների դեմ պայքարին կոչված կառույցները պարզապես ինքնահոսի են մատնված, արևմտյան կազմակերպություններն էլ միտումնավոր ուշադրություն չեն դարձնում աղմկահարույց դեպքերին։
Կոռուպցիայի կանխարգելման հանձնաժողովը հրաժարվել է պատասխանատվության ենթարկել պաշտպանության նախարար Սուրեն Պապիկյանի կնոջը՝ հարսանիքի ժամանակ նվեր ստացած 2 միլիոն դրամն ու շուրջ 18 հազար դոլարը չհայտարարագրելու համար։ Պաշտպանության նախարարն արդեն հասցրել է մի քանի կոռուպցիոն սկանդալներում հայտնվել շուկայականից անհամեմատ էժան գներով շքեղ բնակարան գնելու համար։ Այժմ էլ խոշորացույցի տակ նրա կնոջ ստացած նվերներն էին, բայց հանձնաժողովը, որ ի պաշտոնե պետք է պատժի նման դեպքերը, մեղմ է վարվել Պապիկյանի տիկնոջ նկատմամբ։ Կինը հանձնաժողովին հավաստիացրել է, որ խնդիրը տեխնիկական է եղել, թաքցնելու միտում չի ունեցել: Պատմել է, որ հարսանիքի 490 հյուրերից յուրաքանչյուրը նվիրել է մինչև 150 հազար դրամ:
Շատ ավելի լուրջ նվեր մեկ այլ գերատեսչության փոխնախարարն է ստացել։ Իսկ դեպքը հայտնվել է հետաքննող լրագրողների միջազգային Կազմակերպված հանցավորության և կոռուպցիայի լուսաբանման նախագծի կայքում՝ միջազգային լայն տարածում գտնելով։
Արագածի հարավային լանջերին բիզնես ծրագիր իրականացնելու համար դիմած երկու ընկերություններից հաղթող էր դարձել ռուսական կապիտալով ընկերությունը, իսկ որոշումը կայացրել էր կառավարության ստեղծած միջգերատեսչական հանձնաժողովը՝ էկոնոմիկայի փոխնախարար Նարեկ Տերյանի գլխավորությամբ։ Դրանից հետո Նարեկ Տերյանի կինն աշխատանքի է անցել ռուսական ընկերությունում, իսկ ֆրանսիական ընկերությունը, որն աշխարհահռչակ Քուրշեվել առողջարանի կառավարիչն է, ֆինանսական մեծ ներդրումներ է արել ոչ թե Հայաստանում, այլ Ղազախստանում։ Եվ սրանք ընդամենը երկու դեպք էին հազարավորներից։
