Կաշառք ստանալու դեպք է բացահայտվել

ՀՀ հակակոռուպցիոն կոմիտեի օպերատիվ-հետախուզական վարչության կողմից իրականացված միջոցառումների և դրանց հիման վրա նախաձեռնված քրեական վարույթով կատարված լայնածավալ ապացուցողական և այլ վարութային գործողությունների արդյունքում բացահայտվել է Կենտրոնական բժշկական հանձնաժողովի անդամի կողմից կաշառքի դիմաց զորակոչիկին պարտադիր զինվորական ծառայությունից ազատելու հերթական դեպքը, ինպես նաև կաշառքի միջնորդության պատրվակով զորակոչիկների ազգականներից տարբեր չափերի գումարներ ստանալու դեպքեր, որոնցում ներգրավված են եղել Երևանում գործող հիվանդանոցներից մեկի վիրաբուժական կլինիկայի ղեկավար Մ. Մ.-ն ու ակնաբուժական կլինիկայի ղեկավարի տեղակալ Հ. Շ.-ն:
Մասնավորապես՝ նախաքննությամբ պարզվել է, որ 2023 թվականի ձմեռային զորակոչի անցկացման համար ձևավորված Կենտրոնական բժշկական հանձնաժողովի անդամ Հ. Շ.-ն Մ. Մ.-ի միջնորդությամբ պայմանավորվածություն է ձեռք բերել ակնաբուժական կլինիկայում հետազոտություն անցնող զորակոչիկ Գ. Մ.-ի հետ՝ վերջինիս պարտադիր զինվորական ծառայությունից ազատելու հարցի լուծման համար 6000-ից 6500 ԱՄՆ դոլար կաշառք ստանալու շուրջ:
2023 թվականի նոյեմբերին, պայմանավորվածության համաձայն, զորակոչիկ Գ. Մ.-ն և նրա մտերիմ անձը 6000 ԱՄՆ դոլար կաշառքի գումարը փոխանցել են Մ. Մ.-ին, ով նշված գումարից 4000 ԱՄՆ դոլարը տվել է Հ. Շ.-ին, իսկ մնացածը տնօրինել անձամբ:
Արդյունքում՝ զորակոչիկից կաշառք ստացած պաշտոնատար անձ Հ. Շ.-ն 2023 թվականի նոյեմբերի 15-ին կենտրոնական բժշկական հանձնաժողովի կազմում որպես ակնաբույժ մասնակցել է զորակոչիկի հետազոտմանը, որի արդյունքներով կազմված եզրակացությամբ Գ. Մ.-ն ճանաչվել է ոչ պիտանի և ազատվել պարտադիր զինվորական ծառայությունից:
Բացի այդ, նախաքննությամբ պարզվել է, որ Մ. Մ.-ն 2023 թվականի հոկտեմբերից 2024 թվականի հունվարն ընկած ժամանակահատվածում ևս երեք զորակոչիկների զինվորական ծառայությունից ազատելու հարցը լուծելու նպատակով կաշառքի միջնորդության պատրվակով ստացել է տարբեր չափերի դրամական միջոցներ: Մասնավորապես՝ պարզվել է, որ Մ. Մ.-ն, իրականում նպատակ չունենալով նշված զորակոչիկներին զինվորական ծառայությունից ազատելու հարցով դիմել որևէ պաշտոնատար անձի, կաշառքի միջնորդության պատրվակով զորակոչիկների ազգականներից ստացել է ընդհանուր 4000 ԱՄՆ դոլար և 1.100.000 ՀՀ դրամ։
Արդյունքում՝ ՀՀ ՊՆ զորակոչային և զորահավաքային համալրման ծառայության տարածքային ստորաբաժանման համապատասխան բժշկական հանձնաժողովի կողմից նշված զորակոչիկներն ազատվել են պարտադիր զինվորական ծառայության 2023 թվականի ձմեռային զորակոչից:
Վերը նշված հանցավոր արարքների համար Հ. Շ.-ին մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 435-րդ հոդվածի 2-րդ մասի 2-րդ կետով, Մ. Մ.-ին՝ ՀՀ քրեական օրենսգրքի 437-րդ հոդվածի 1-ին մասով և ՀՀ քրեական օրենսգրքի 440-րդ հոդվածի 2-րդ մասով /3 դրվագ/, իսկ Գ. Մ.-ին՝ ՀՀ քրեական օրենսգրքի 436-րդ հոդվածի 2-րդ մասի 1-ին և 2-րդ կետերով:
Հ. Շ.-ի նկատմամբ որպես խափանման միջոց է կիրառվել կալանքը:
Քրեական վարույթով նախաքննությունն ավարտվել է, և վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկվել են դատարան՝ ըստ էության քննելու համար:
Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
