«ԵՄ-ն շատ պարզ է այս հարցում, և դա նաև իմ ակնկալիքն է, որ Ղարաբաղի հայերը կմասնակցեն կարգավորման գործընթացին, և որ Բաքվի և նրանց միջև ուղիղ բանակցություններ կլինեն իրենց հայրենի տարածաշրջան անվտանգ և արժանապատիվ վերադարձի մասին: Ադրբեջանն այս հարցում իսկապես պարտավորություն ունի, ինչը, ինձ թվում է, չի հերքում։ Նման ապագայի պարամետրերն ու պայմանները պետք է գտնել և համաձայնեցնել ներառական և փոխադարձ հարգալից երկխոսության միջոցով։ Նորմալացումն ինձ համար նշանակում է բաց վերքեր չունենալ, և, հետևաբար, այս հարցը պետք է լինի ավելի լայն խաղաղության գործընթացի մաս», - ասել է Կլաարը:
Ընդ որում, նա ընդգծել է, որ երբեմն այս համատեքստում արծարծվում են այլ հարցեր, ինչպես, օրինակ, այսպես կոչված «Արևմտյան Ադրբեջանի» հարցը։
«Ինձ համար սրանք բոլորովին տարբեր հարցեր են, որոնք հնարավոր չէ խառնել», - նշել է նա:
«Նախևառաջ Ադրբեջանը պարտավոր է դյուրացնել ղարաբաղցի հայերի՝ իրենց պապենական օջախներ վերադարձը։ Երկրորդը Ադրբեջանի այլ շրջաններում, այդ թվում՝ Բաքվում ապրած հայերի, կամ Հայաստանում ապրած ադրբեջանցիների հարցն է։ Բնականաբար, նրանք պետք է նաև կարողանան այցելել այն վայրերը, որտեղ իրենք կամ իրենց ընտանիքները ապրել են, կամ նույնիսկ վերադառնալ այդ վայրերը, եթե այդպես են ցանկանում: Դա նույնպես պետք է լինի նորմալացման արդյունք, բայց դա բոլորովին այլ հարց է՝ Ղարաբաղի հայության հարցից զատ», - ասել է նա:
