Փաշինյանի «պադավատապետության» հետևանքները

2018 թ. իշխանափոխությունից հետո Նիկոլ Փաշինյանն ու տարբեր տրամաչափի ՔՊ-ականներ հայտարարում էին ծառայողական մեքենաների պարկը կրճատելու, «պադավատապետությանը» վերջ դնելու իրենց վճռականության մասին։
Ինչպես սովորաբար լինում է նրանց պարագայում, այս հայտարարությունն էլ խախտվեց, իսկ Հայաստանում ծառայողական մեքենաների թիվն ու արժեքը, ընդհակառակը, աճում է երկրաչափական պրոգրեսիայով։
Օրեր առաջ Սպիտակի համայնքապետարանը նոր 46 հազար դոլարանոց ծառայողական մեքենա է գնել տեղական բյուջեի հաշվին։ 2024 թվականի արտադրության ամենագնացը Սպիտակի համայնքապետարանի 6 ծառայողական մեքենաներից մեկն է։ Թանկարժեք GEELY MONJARO-ն ծառայելու է ՔՊ-ական Քաջայր Նիկողոսյանին, որը, ի դեպ, առանց մեքենայի չէր երթևեկում։ Դեռ 2021-ին Սպիտակի համայնքապետին մեկ այլ՝ «Լեքսուս» մակնիշի ծառայողական մեքենա էր հասել Սպիտակին միացած Ջրաշեն գյուղից։ Դա Ջրաշենի այն ժամանակվա գյուղապետ Վահան Ուռուսյանն էր Դուբայից 10 հազար դոլարով ներմուծել, անհատույց նվիրել իր մերձավորին, ապա երկու ամիս անց նույն ավտոմեքենան համայնքի բյուջեի հաշվին, գրեթե կրկնակի թանկ՝ 20 հազար դոլարով գնել՝ որպես ծառայողական մեքենա։ Սպիտակի խոշորացումից հետո քրեական գործ էր հարուցվել ենթադրյալ խախտումներով ձեռքբերված «Լեքսուս»-ի գործով։ Ի վերջո այն Սպիտակ քաղաք գնաց՝ նորընտիր համայնքապետ Քաջայր Նիկողոսյանին ծառայելու։ Քրեական գործն՝ այդպես էլ դատարան չհասավ։ Այժմ էլ քաղաքապետի սիրտը բոլորովին նոր, չինական մեքենա է ուզել, ավագանու անդամներն էլ դակել են փաստաթուղթը։ Ընդամենը մեկ ամիս առաջ 1 միլիարդ 38 միլիոն դրամ էր հատկացրել ծառայողական նոր մեքենաների համար։ Բոլորն էլ «Վոլվո» մակնիշի և թանկարժեք։
Տնտեսական ու քաղաքական ծանր վիճակում գտնվող, անվտանգային բազում խնդիրներ ունեցող պետությունը ղեկավարում են սկզբունքներից զուրկ, պետական գանձարանը թալանող մի խմբակ, որի միակ նպատակը սեփական բարեկեցությունն է հարկատուների հաշվին։
