Տեղեկատվական տեխնոլոգիաների ոլորտն անկում է գրանցել. պատճառն իշխանությունների քաղաքականությունն է

Այս տարվա առաջին կիսամյակում տեղեկատվական տեխնոլոգիաների ոլորտը կրճատվել է մոտ 13 %-ով։ Էկոնոմիկայի նախկին նախարար Վահան Քերոբյանի գնահատմամբ, դրա հիմնական պատճառը մեզ ընձեռնված հնարավորությունները բաց թողնելն է։ Ըստ Քերոբյանի, դեռևս 2022 թ. մարտին աշխարհի լավագույն խորհրդատվական ընկերություններից մեկը Կենտրոնական Բանկի պատվերով Կառավարությանը ներկայացրեց 32 կետանոց ճանապարհային քարտեզ, որի իրականացումը ոչ միայն կպահպաներ ձեռք բերված հաջողությունները, այլև կստեղծեր բարենպաստ միջավայր, որ Հայաստան գային նորարարություններ ստեղծող ձեռնարկատերերը` իրենց հետ բերելով կապիտալ, աշխատատեղեր և բազմաթիվ տաղանդավոր ու բարձրակարգ մասնագետների։
Այն մարդիկ, ում հանձնարարվել էր այդ ճանապարհային քարտեզն իրագործել, որևէ կետ այդ ծրագրից չիրագործեցին։ Դրա արդյունքում մենք մեր ձեռքով Վրաստանին «նվիրեցինք» ՏՏ ոլորտ, որը 2022 թվականի սկզբին իսպառ բացակայում էր այնտեղ, իսկ հիմա չափերով գրեթե հավասար է Հայաստանի ՏՏ ոլորտին։ Ընդամենը երկու տարում,- նշել է նախկին նախարարը՝ հավելելով, որ իշխանությունն այդպես էլ չեն ընդունել իր թիմի առաջարկած օրենսդրական նախաձեռնությունը, որը կբացառեր անկումը։
ՏՏ ոլորտը ՀՀ իշխանությունները գերակայություն են հռչակել, տարբեր պաշտոնյաներ, այդ թվում՝ Փաշինյանը, առիթը բաց չեն թողնում բոլոր հարթակներից խոսելու ոլորտի մասին, մինչդեռ իրականում իրենց դիլետանտության պատճառով կամ կանխամտածված վնասում են ոլորտին։
Ռուս-ուկրաինական հակամարտության սկզբից տասնյակ հազարավոր ռելոկանտներ ժամանեցին Հայաստան, որտեղ ԱՁ-ներ բացեցին, դարձան հարկատու, բնակարան վարձակալեցին և սկսեցին տեղից աշխատել՝ ահռելի օգուտներ տալով Հայաստանին։ Տևական ժամանակ իշխանություններն էլ փաստում են, որ ռելոկանտները սկսել են հեռանալ երկրից՝ հաշվի առնելով բազմաթիվ գործոններ։ Խնդիրներ ունեն նաև տեղական ընկերությունները, որոնք արձանագրում էին, որ դրամի արժևորումը լրջորեն հարվածում է իրենց եկամուտներին։
Իշխանություններն իբր դոտացիաներ հատկացրին, բայց մամուլում տարածված փաստերը վկայում են, որ այդ հարցում էլ փաշինյանականներն առաջնորդվել են ոչ արդյունավետ՝ փոշիացնելով այդ միջոցները։ Արդյունքում, այսօր նույնիսկ նախկին թիմակիցն է ահազանգում ՏՏ ոլորտի խնդիրների մասին։
