«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարության՝ հանրային քննարկման ներկայացված նախագծերի փաթեթի ընդունմամբ ակնկալվում է, որ հաշմանդամություն ունեցող անձինք կստանան անհրաժեշտ խնամք և սոցիալ-վերականգնողական ծառայություններ իրենց նախընտրած կազմակերպությունում։ Պետական հավաստագրերով ծառայությունների տրամադրումը կապահովի նաև համայնքներում կազմակերպությունների թվի ավելացումը, ծառայությունների մրցակցությունը և որակի բարելավումը։ Առաջարկվում է շահառուների տնային պայմաններում և ցերեկային կենտրոններում խնամքը, ինչպես նաև լոգոպեդի, հոգեբանի, էրգոթերապիստի կողմից, հայերեն ժեստերի լեզվի հմտությունների ձևավորման և տեսողության խնդիրներ ունեցող անձանց անկախ կյանքի հմտությունների սոցիալ-վերականգնողական ծառայությունները 2026 թ.-ի նոյեմբերի 1-ից իրականացնել միայն պետական հավաստագրերի միջոցով, ինչպես նաև սահմանել հաշմանդամություն ունեցող անձանց համար անհրաժեշտ սոցիալ-վերականգնողական ծառայություններ։

Նախագծում սահմանված սոցիալական ծառայությունների մատուցման հնարավորությունը կտրամադրվի միայն նման գործունեությամբ զբաղվելու իրավունք ունեցող կազմակերպություններին, որոնք կնքել են համագործակցության պայմանագիր աշխատանքի և սոցիալական հարցերի նախարարության հետ։ Նախատեսվում է նախագծով նախատեսված սոցիալական ծառայությունները տարեկան տրամադրել հետևյալ թվով անձանց, որոնց թիվը մյուս տարիների համար կարող է փոփոխվել՝ ֆունկցիոնալության խորը աստիճանի սահմանափակում ունեցող անձանց տնային պայմաններում խնամքը նախատեսվում է տրամադրել առավելագույնը 100, իսկ ֆունկցիոնալության ծանր կամ միջին աստիճանի սահմանափակում ունեցող անձանց տնային պայմաններում խնամքը՝ առավելագույնը 100, ցերեկային կենտրոններում խնամքը 445, լոգոպեդի ծառայություն առավելագույնը 100, հոգեբանի ծառայություն առավելագույնը 100, ֆունկցիոնալության միջին աստիճանի սահմանափակում ունեցող անձանց էրգոթերապիստի ծառայություն առավելագույնը 50, իսկ ֆունկցիոնալության ծանր կամ միջին աստիճանի սահմանափակում ունեցող անձանց՝ առավելագույնը 50, հայերեն ժեստերի լեզվի հմտությունների ձևավորման ծառայություն առավելագույնը 100, տեսողության խնդիրներ ունեցող անկախ կյանքի հմտությունների ձևավորման ծառայություն առավելագույնը 30 շահառուի։
