ԵԱՀԿ Մինսկի խմբի հայտարարությունը ադրբեջանական դիվանագիտության պարտությունն է: «Արմենպրես»-ի հետ զրույցում նման կարծիք հայտնեց քաղաքագետ Գագիկ Համբարյանը` անդրադառնալով ԵԽԽՎ-ում հակահայկական բանաձևերի սպասվող քննարկմանն ընդառաջ ԵԱՀԿ Մինսկի խմբի հայտարարությանը: Նրա խոսքով, համանախագահները ակնհայտ ցույց տվեցին, թե Ադրբեջանի կողմից Լեռնային Ղարաբաղի հարցի քննարկումն այլ հարթակներ տանելը ինչպիսի արձագանքի կարող է արժանանալ:
«ԵԽԽՎ-ն պետք է ականջալուր լինի ԵԱՀԿ Մինսկի խմբի հայտարարությանը: Համանախագհները հասկացրել են, որ տվյալ կառույցը ղարաբաղյան հարցի հետ կապված հայտարարություններ անելու լիազորություններ չունի: Ընդգծվեց նաև, որ բանաձևերի ընդունումը մեծ վնաս կհասցնի բանակցային գործընթացին: Հայկական կողմը, հայկական դիվանագիտությունը պետք է զարկ տա այս հայտարարությանը»,-ասաց Գագիկ Համբարյանը:
Ինչ վերաբերում է ԵԽԽՎ-ում հակահայկական բանաձևերի սպասվող քննարկման վրա համանախագների հայտարարության հնարավոր ազդեցությանը, ապա քաղաքագետը նշեց, որ այն միանշանակ պետք է ազդեցություն թողնի: «ՄԱԿ-ի անվտանգության խորհրդի 5 մշտական անդամներից 3-ն այն պետություններն են, որոնք ՄԱԿ-ի կողմից ստացել են ղարաբաղյան խնդրի լուծման շուրջ բանակցություններ վարելու մանդատ: Եվ նրանք իրենց հայտարարության մեջ հատուկ նշում են, որ, իհարկե, շնորհակալ են տարբեր կազմակերպություններին, որոնք ուզում են իրենց լուման ներդնել խնդրի լուծման գործում, բա յց ԵԽԽՎ-ում նման որոշումների ընդունումը բացասական ազդեցություն կունենա բանակցությունների վրա»,-ավելացրեց քաղաքագետը:
Ըստ քաղաքագետի` ԵԱՀԿ Մինսկի խմբի այս հայտարարությունը շատ մեծ նշանակություն ունի հունվարի 26-ին ԵԽԽՎ-ում քննարկվելիք հակահայկական բանաձևերի քննարկմանն ընդառաջ: Նա նշեց, որ ադրբեջանական կողմն արդեն հիստերիկ պահվածքով է հանդես եկել` հայտնելով իր դժգոհությունը համանախագահների հայտարարության վերաբերյալ: Համանախագահների հայատրարությունը հենց վկայում է այն, որ ղարաբաղյան հարցն այլ հարթակներ տեղափոխելու Ադրբեջանի բոլոր փորձերը կձախողվեն»,-եզրափակեց Գագիկ Համբարյանը:
Հունվարի 22-ին ԵԱՀԿ Մինսկի խմբի համանախագահներ Ջեյմս Ուորլիքը (ԱՄՆ), Իգոր Պոպովը (Ռուսաստան) և Պիեր Անդրյուն (Ֆրանսիա) համատեղ հայտարարություն են տարածել` կապված ԵԽԽՎ-ում հակահայկական բանաձևերի քննարկման փաստի հետ: Հայտարարության տեքստում համանախագահները հիշեցրել են, որ Լեռնային Ղարաբաղի հակամարտության կարգավորման բանակցային գործընթացի միակ ընդունելի ձևաչափը Մինսկի խումբն է:
