Գործարարներն ընդդեմ ՊԵԿ-ի. ինչպես են իշխանությունները վնասում հայկական բիզնեսին

Մի կողմից Նիկոլ Փաշինյանը «հերոս» է հռչակում հարկ վճարող գործարարին, իշխանությունն էլ հայտարարում է բիզնեսի համար արտոնություններ տրամադրելու մասին, մյուս կողմից վարչախումբը լիակատար վերահսկողություն է սահմանում բիզնեսի, գումարների շրջանառության վրա, կոշտ մեթոդներով, ընդհուպ կալանավորելու սպառնալիքներով փակում գործարարների բերանը։
Օրերս «Մանթաշյանց» գործարարների ակումբի նախագահ Վահրամ Միրաքյանը մեղադրել էր պետեկամուտների կոմիտեին հարկային տեռորի և հակատնտեսական կոշտ քաղաքականություն վարելու մեջ։ Ըստ Միրաքյանի, ՊԵԿ-ի նախաձեռնած օրենսդրական առաջարկի հետևանքով ամեն տարի մոտ հազար գործարար կարող է հայտնվել բանտում, իսկ դա նշանակում է խաչ քաշել բիզնեսի վրա։ Խոսքը քրեական օրենսգրքի 290-րդ հոդվածի մասին է, որը 4-8 տարվա ազատազրկմամբ է սպառնում 10 միլիոն դրամ և ավելի խախտման դեպքում, նույնիսկ եթե գործարարը վճարում է հայտնաբերված խախտման գումարը։
Վահրամ Միրաքյանի խոսքով՝ Հայաստանում գործարարությամբ զբաղվելը ՊԵԿ-ն անկանխատեսելի է դարձրել, քանի որ ամեն րոպե գործարարին կարող են կալանավորել, և շատերն արդեն մտածում են ներդրում անել երկրից դուրս։ ՊԵԿ նախագահ Ռուստամ Բադասյանը, որն արդարադատության նախարար եղած ժամանակ հասցրել էր ձախողել վեթթինգի գործընթացը, այժմ էլ գործարարներին է մեղադրում շանտաժի մեջ, հրաժարվում հանդիպել և քննարկել խնդիրները։
Իրականում, խնդրի մասին գործարար համայնքին վաղուց է հայտնի, բայց մեծ մասը շառից-փորձանքից հեռու նախընտրում է չխոսել, չներկայացնել հարկային մարմնի տեռորը, իսկ ՊԵԿ-ն էլ, օգտվելով այդ հանգամանքից, պարզապես երկարաժամկետ կտրվածքով հարվածում է բիզնեսին՝ այսրոպեական երկնիշ աճեր ցուցադրելու համար։ Դեռ լավ է, որ գործարարների մի միության ղեկավարն այժմ ձայն է բարձրացնում կատարվող ապօրինությունների մասին։
Իրավիճակի վրա այդ հանգամանքը, իհարկե, չի ազդելու, Փաշինյանը հրաշալի գիտի՝ ինչ է կատարվում, ըստ ամենայնի, իր հրահանգով էլ վնաս են հասցնում հայկական բիզնեսին։
Քանի դեռ երկրի ղեկին վնասատուներն են, տուժելու է ոչ միայն բիզնեսը։
