Monument Watch-ը ահազանգում է․ Հայաստանի Հանրապետության Տավուշի մարզի և Ադրբեջանի Հանրապետության միջև սահմանազատման և սահմանագծման արդյունքում Վրաստան տանող միջպետական ճանապարհի Կիրանցի հատվածում ադրբեջանական կողմին են անցել կամուրջն ու մայրուղուն կից հատվածները։ Կառավարության կողմից նախաձեռնած նոր ճանապարհը շրջանցում է կամուրջը, հասնում Կիրանցի Սբ․ Երրորդություն եկեղեցուն, ապա միանում հիմնական ճանապարհին։ (https://www.azatutyun.am/a/the-entrance-to-kirantc-is-closed-/32953591.html):

Ճանապարհի Ադրբեջանական կողմին անցած հատվածում (նկ. 1) դեռևս 2020 թվականին Արմեն Փիրումյանի հովանավորությամբ տեղադրվել էր գյուղի մուտքն ազդարարող «Արծիվ» խաչքար-հուշարձանը, որը սիմվոլիկ նշանակություն ուներ տեղացիների համար (նկ. 2, 3)։ Սահմանազատման և սահմանագծման արդյունքում գյուղի բնակիչները ստիպված են եղել հուշարձանը ապամոնտաժել (նկ. 4, 5)։

Մեր արձագանքը

1954 թվականի Հաագայի կոնվենցիան, որը նաև մյուս միջազգային պայմանագրերի հիմքն է, իր առաջին հոդվածով սահմանում է․ «Մշակութային արժեքը անկախ ծագումից կամ սեփականատիրոջից, յուրաքանչյուր ժողովրդի համար մեծ նշանակություն ունեցող շարժական կամ անշարժ ժառանգությունն է, ինչպիսիք են ճարտարապետության, արվեստի կամ պատմության հուշարձանները, անկախ դրանց կրոնական կամ աշխարհիկ բնույթից»։ Համաձայն «Զինված հակամարտությունների ժամանակ մշակութային արժեքների պաշտպանության մասին» 1954 թվականի Հաագայի կոնվենցիայի 4-րդ հոդվածի՝ արգելված է մշակութային ժառանգության հանդեպ վանդալիզմի, գողության, կողոպուտի, յուրացման, թշնամանքի և հաշվեհարդարի ցանկացած գործողություն։ Արձանագրության 1-ին կետը նշում է, որ «Յուրաքանչյուր Կողմ պարտավորվում է կանխել զինված հակամարտության ժամանակ իր կողմից գրավված տարածքից մշակութային արժեքների վնասը, արտահանումը, կամ փոխանցումը երրորդ երկիր» (http://portal.unesco.org/en/ev.php-URL_ID=15391&URL_DO=DO_TOPIC&URL_SECTION=201.html)։ Նկատենք, որ Ադրբեջանը, 1993 թվականի սեպտեմբերի 20-ից ընդունել է այս արձանագրությունը և պարտավորվել հետևել դրույթներին (https://www.unesco.org/en/countries/az/conventions):
