Շնորհավորում եմ ձեզ Հայաստանի Անկախության Հռչակագրի ընդունման 34-րդ տարեդարձի առթիվ։
 
1990 թվականի օգոստոսի 23-ին ՀԽՍՀ Գերագույն խորհուրդն ընդունեց Հայաստանի Անկախության հռչակագիրը։ Պատմական այս փաստաթուղթը մեր Սահմանադրության հիմք է կազմել և նախորդել է հանրաքվեին, որով մեր քաղաքացիները հանդես են եկել Հայաստանի Հանրապետության լիիրավ ինքնիշխանության օգտին։
 
Հռչակագիրն արտահայտում է հայ ժողովրդի կամքը, երաշխավորում Հայաստանի և Արցախի քաղաքացիների պաշտպանությունը։ Այն հիմնված է, ի թիվս այլոց, Հայկական ԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի 1989 թվականի դեկտեմբերի 1-ի «Հայկական ԽՍՀ-ի և Լեռնային Ղարաբաղի վերամիավորման մասին» համատեղ վճռի վրա։
Հռչակագրի ընդունումից ի վեր Հայաստանի Հանրապետությունը, որպես միջազգային իրավունքի սուբյեկտ, վարում է ինքնուրույն արտաքին քաղաքականություն, անմիջական հարաբերություններ է հաստատում այլ պետությունների հետ, մասնակցում է միջազգային կազմակերպությունների գործունեությանը։ Հռչակագրի կարևորագույն դրույթներն են․ խոսքի, մամուլի և խղճի ազատություն, օրենսդիր, գործադիր և դատական իշխանությունների տարանջատում, բազմակուսակցական համակարգ ու կուսակցությունների իրավահավասարություն, իրավապահպան մարմինների ու զինված ուժերի ապաքաղաքականացում։
 
Այսօր մեր ժողովրդի առաջ կրկին դրված է անկախության իրավունքը հաստատելու, պետականությունը պահպանելու, Հայաստանի սահմանների անվտանգությունն ու անձեռնմխելիությունն ապահովելու, Արցախի կարգավիճակը վերականգնելու և արցախցիների իրավունքները պաշտպանելու, հայերին իղձերն իրականացնելու և պատմական արդարության վերականգնելու խնդիրը։
 
Հայաստանի քաղաքացիների հավատքը և հայրենիքի հանդեպ սերն անդրդվելի են, նրանց աշխատանքը հսկայական ներդրում է մեր երկրի զարգացման գործում։ Խիզախորեն, հաղթահարելով բոլոր դժվարությունները, նրանք պաշտպանում են ազգային շահերը։ Ինչպես և Անկախության հռչակագրի ընդունման օրը, մենք պետք է միասնական լինենք մեր պետականությունը պահպանելու ձգտումներում, հայ ժողովրդի ճակատագրի պատասխանատվության հարցում։ Մեր երկրի գոյությունն ու բարգավաճումը կախված է մեզանից յուրաքանչյուրից։
 
Մաղթում եմ բոլորիդ առողջություն և քաջալերում՝ հանուն հետագա ձեռքբերումների, խաղաղությանը և բարգավաճմա՜նը:
