Ինչո՞ւ է արգելվում ՀՀ քաղաքացիների մուտքն առանձին երկրներ

Վերջին շրջանում ՀՀ արտաքին գործերի նախարարությունը ստանում է դիմումներ այն մասին, որ ՀՀ քաղաքացիները ՀՀ-ում գործող եվրոպական երկրների որոշ դեսպանություններից ստանում են Շենգենյան վիզաներ, սակայն ժամանելով տվյալ երկիր՝ նրանց մուտքն արգելվում է և ստիպված են լինում վերադառնալ Հայաստան, հայտնում են ՀՀ ԱԳՆ-ից:
«ՀՀ արտաքին գործերի նախարարությունը և ՀՀ դեսպանությունները, հանդիպելով և լսելով նման խնդրի բախված քաղաքացիներին և ճշտելով իրադարձությունների մանրամասները, ինչպես նաև խնդիրը քննարկելով համապատասխան երկրների իրավասու մարմինների հետ՝ պարզել են հետևյալ հանգամանքները:
Քաղաքացիների մուտքն առանձին երկրներ արգելվում է այն պատճառով, որ Շենգենյան վիզա ստանալու ժամանակ՝ դիմում-հարցաթերթիկում և հարակից փաստաթղթերով ներկայացվում է բացառապես տվյալ երկիր մեկնելու նպատակ, սակայն հետագայում՝ վիզան ստանալուց հետո, այցելության նպատակը (ուղղությունը, ծրագիրը) կամ հյուրանոցի ամրագրումը փոփոխվում կամ չեղարկվում է։
Պայմանական օրինակ. Շենգենյան վիզա ստանալու դիմում-հարցաթերթիկում նշվել է 10 օրով Բուլղարիա մեկնելու նպատակ՝ ներկայացնելով ինքնաթիռի տոմսի և հյուրանոցի ամրագրում, սակայն հետագայում պարզվել է, որ տվյալ անձը պատրաստվում է Բուլղարիայում գտնվել 3 օր, ապա 7 օրով մեկնել Իտալիա կամ Շենգենյան գոտու այլ երկիր։
Այցելության նպատակի նմանատիպ փոփոխությունը հիմք է տալիս տվյալ երկրի իրավասու մարմիններին արգելել մուտքը, քանի որ դա գնահատվում է որպես այցելության հայտարարված և իրական նպատակի կամ պայմանների անհամապատասխանություն։
Հարկ է նշել, որ Շենգենյան վիզայի առկայությունն անվերապահ իրավունք չի տալիս օտարերկրացուն մուտք գործել Շենգենյան գոտի։
Անձնագրային հսկողության ժամանակ կարող են պահանջվել լրացուցիչ փաստաթղթեր, որոնք հիմնավորում են այցի նպատակը, ինչպես նաև կարող են ստուգվել բավարար ֆինանսական միջոցների առկայությունը, հյուրանոցի ամրագրման վճարված և ուժի մեջ լինելու հանգամանքը, դուրս գրված (վճարված) հետ վերադարձի ինքնաթիռի տոմսի, այլ երկրներ ճամփորդելու վերաբերյալ հնարավոր տեղեկությունների առկայությունը և այլն։
Ստուգողական նման գործողություններն առավելապես բնորոշ են այն երկրներին, որտեղ միգրացիոն ռիսկերը գնահատվում են բարձր։
Հետևաբար,
Կարևոր է հիշել, որ վիզա ստանալու համար անհրաժեշտ է դիմել Շենգենյան գոտու այն երկրի դեսպանությանը, որտեղ նախատեսվում է այցելությունը, իսկ մի քանի երկրներ այցելելու դեպքում՝ հիմնական (առավել երկար ժամկետով) այցելության երկրի դեսպանությանը։
Անհրաժեշտ է հաշվի առնել, որ Շենգենյան վիզա ստանալուց հետո՝ այցելության նպատակի, երկրի, ժամկետների և այլ պայմանների ցանկացած անհամապատասխանություն կամ հետագա չհիմնավորված փոփոխություն կարող է հանգեցնել Ձեր մուտքը տվյալ երկիր արգելելուն և տրված վիզան չեղարկելուն՝ ինչպես սահմանին, այնպես էլ նախքան մեկնումը։
Օտարերկրյա պետություններ մեկնող ՀՀ քաղաքացիներին հորդորում ենք նախապես ուսումնասիրել տվյալ պետության միգրացիոն կանոնները, հստակ գնահատել դրանք խախտելու ռիսկերը և հնարավոր բացասական հետևանքները։
Հավաստի տեղեկատվություն ստանալու համար խորհուրդ ենք տալիս օգտվել միայն տվյալ երկրի պաշտոնական այնպիսի աղբյուրներից, ինչպիսիք են արտաքին գերատեսչության, դեսպանությունների, միգրացիոն ծառայության կայքերը և այլ պաշտոնական հարթակները»,- ասվում է ԱԳՆ պարզաբանման մեջ:
