2024թ. օգոստոսի 15-ին «Երեխաների տուն» ՊՈԱԿ-ի տնօրենի կողմից հաղորդում է ստացվել՝ մանկահասակ երեխաների նկատմամբ ՊՈԱԿ-ի դայակի և բուժքրոջ կողմից դաժան վերաբերմունք ցուցաբերելու վերաբերյալ:

Հաղորդման մեջ մատնանշված հանգամանքներն ստուգելու նպատակով իրականացվել են անհրաժեշտ գործողություններ, որոնց արդյունքում ի հայտ են եկել քրեական վարույթի շրջանակներում քննության ենթակա մի շարք հանգամանքներ, ինչի առթիվ ՀՀ քննչական կոմիտեի Շիրակի մարզային քննչական վարչությունում նախաձեռնվել է քրեական վարույթ:

Քննությամբ փաստական տվյալներ են ստացվել այն մասին, որ նշված հաստատության դայակը և բուժքույրը, ստանձնած լինելով «Երեխաների տուն» ՊՈԱԿ-ի՝ իրենցից կախվածության մեջ գտնվող անչափահաս երեխաների կյանքին և առողջությանը բարեխղճորեն վերաբերվելու պարտականություն, վերջիններիս պատճառել են ֆիզիկական ուժեղ ցավ և հոգեկան ուժեղ տառապանք:

Մասնավորապես՝ նշված անձինք իրենց աշխատանքային պարտականությունները կատարելիս, օգտվելով այն հանգամանքից, որ երեխաներն իրենց անօգնական վիճակով, այն է՝ հիվանդության, տարիքի, ֆիզիկապես թույլ լինելու և հոգեֆիզիոլոգիական առանձնահատկություններով պայմանավորված չեն կարող պաշտպանել իրենց, իրենց հերթափոխի ընթացքում՝ 2024 թվականի մարտի 7-ից մինչև մարտի 15-ն ընկած ժամանակահատվածում, բուժքույրը՝ նաև օգոստոսի 11-ին, 7-10 տարեկան երեխաների նկատմամբ, ովքեր ունեն «Ռուբենշտեյն Թեյբի համախտանիշ» և «Դաունի համախտանիշ», դրսևորել են հանցավոր վարքագիծ. խմբի երեխաների ներկայությամբ կոպիտ վերաբերմունք են դրսևորել երեխաների նկատմամբ, ձեռքերով, նաև ոտքով հարվածել են նրանց, հրել, զգեստի ետնամասից բռնած մի քանի անգամ թափահարել, քաշքշել, կոպիտ կերպով գցել են խաղահրապարակի՝ մանեժի մեջ՝ սահմանափակելով նրանց տեղաշարժը՝ այդ կերպ երեխաներից մի քանիսին պատճառելով ֆիզիկական ուժեղ ցավ և հոգեկան ուժեղ տառապանք:

Ձեռք բերված բավարար փաստերի հիման վրա ՊՈԱԿ-ի հիշյալ աշխատակիցների նկատմամբ հարուցվել է հանրային քրեական հետապնդում՝ ՀՀ քրեական օրենսգրքի 196-րդ հոդվածի 2-րդ մասի 3-րդ և 6-րդ կետերով, և նրանց ներկայացվել է մեղադրանք:

Վերջիններիս նկատմամբ որպես խափանման միջոց կիրառվել է տնային կալանք և բացակայելու արգելք:
