«Փաստ» օրաթերթը գրում է.

Հայաստանում հանրային միջոցներն արդյունավետ օգտագործելու և իշխանությունների աշխատանքի թափանցիկության հարցը միշտ ակտուալ են եղել։ Երբ Փաշինյանն ընդդիմադիր էր, այն ժամանակվա իշխանություններին մեղադրում էր, որ հանրային միջոցները վատնվում են, պետական համակարգը ուռճացված է ու աշխատում է ոչ արդյունավետ։ Նրա «սիրելի» թեմաներից մեկն էլ ծառայողական մեքենաների հարցն էր։ Նա ԱԺ ամբիոնից բերում էր Դանիայի խորհրդարանի օրինակը, որտեղ ընդամենը 1 ծառայողական մեքենա կա։ Ընդդիմադիր Փաշինյանի պահանջն այն էր, որ Հայաստանում լինի ընդամենը 30-35 ծառայողական ավտոմեքենա, այն էլ՝ հատուկ պահպանության ենթակա պաշտոնյաների համար։

Բայց, ինչպես մյուս թեմաներում, այս հարցում ևս Փաշինյանը հակասում է ինքն իրեն և անում ժամանակին իր ասածի հակառակը։ Նրա իշխանությունը ոչ միայն չի կրճատում ծառայողական ավտոպարկը, այլև մեկը մյուսի հետևից նոր ու թանկարժեք մեքենաներ է գնում։ Անցած 6 տարվա ընթացքում ծառայողական մեքենաների պարկը շարունակաբար թարմացվել է, ու պետական բյուջեից միլիարդավոր դրամներ են ծախսվել դրա համար: Հիմա էլ Փաշինյանի կառավարությունը որոշել է գնել Volvo XC90 ներկայացուցչական ամենագնացներ, որոնցից յուրաքանչյուրի արժեքը 43,8 միլիոն դրամ է՝ մոտ 110 000 դոլար: Դրա համար ծախսվելու է ահռելի գումար՝ 1 միլիարդ 38 միլիոն դրամ։ Ու նույնիսկ պարզ էլ չէ, թե որ գերատեսչությունների համար են այս մեքենաները գնում։ Մյուս կողմից էլ՝ հիմնավորված չէ նման ահռելի գումարի ծախսը ընդամենը 49 մեքենա գնելու համար, քանի որ ներկայում օգտագործվող մեքենաների շահագործման հետ կապված խնդիր չկա։ Ավելին՝ նախատեսվում է նոր մեքենաների մատակարարումը շարունակել մինչև նոյեմբեր, պետբյուջեից նոր գումար ևս կտրամադրվի այս նպատակի համար։

Հենց այստեղ է, որ Դանիայի օրինակը պետք է դնել Փաշինյանի աչքի առաջ։ Եթե խոսք լիներ որևէ կարևոր հարց լուծելու մասին, ապա Փաշինյանը կսկսեր մատնանշել, թե այդքան գումար չունեն, կամ էլ կառավարությունից կսկսեին խոչընդոտներ հարուցել, որ այդ գումարները չծախսվեն թիրախային ուղղություններով։ Օրինակ՝ կառավարությունը չի ցանկանում հավել յալ գումար ներդնել մեր երկրի ապագայի զարգացման՝ մասնավորապես կրթության ու գիտության ոլորտում։ Փոխարենը իշխանությունները ծխածածկույթ են ստեղծում, թե իրենց պես ոչ ոք ուշադրություն չի դարձրել կրթության և գիտության ոլորտին։ Փաշինյանն էլ կառավարության նիստում ընդգծում է, թե ուսուցիչները պետք է 400 հազար դրամ գումար ստանան, ու ինքը խրախուսում է, որ նրանք գնան ատեստավորվեն ու բարձրացնեն իրենց աշխատավարձը։ Խոսքից այնպես է ստացվում, թե ուսուցիչները չեն ցանկանում բարձրացնել իրենց աշխատավարձերը։ Այնինչ իրականում իշխանությունները խուսափում են համընդհանուր կերպով ավելացնել ուսուցիչների աշխատավարձը։ Նույնպիսի իրավիճակ է նաև գիտության ոլորտում։ Այնպիսի պահանջներ են հորինել, որ գիտաշխատողների մի մասը դուրս մնա համակարգից, ու դրա հաշվին մյուսները որոշակի բարձր աշխատավարձ ստանան։

Բայց եթե հարցը վերաբերում է սեփական բարօրությանը, իշխանությունները դրա համար անսպառ միջոցներ ունեն։ Ու նման որոշումներ են ընդունում հիմնականում առանց հանրության կարծիքը հաշվի առնելու։ Կառավարության նիստերում քննարկվող հարցերի 90 տոկոսից ավելին ընդունվում է չզեկուցվող ընթացակարգով։ Այսինքն, աշխատանքի թափանցիկություն և հասարակության հետ փոխադարձ կապ չի ապահովվում։
