Դեսպանների ու ԱԳՆ-ի միջև լարվածություն կա, բայց պատճառն արտաքին քաղաքականությունը չէ

Դիլիջանում ավարտվում է ՀՀ ԱԳՆ կենտրոնական ապարատի ղեկավար կազմի և արտերկրում դիվանագիտական ներկայացուցչությունների ղեկավարների տարեկան աշխատաժողովը: Դեսպանահավաքի առաջին օրը մասնակցել էին վարչապետ Նիկոլ Փաշինյանը, նախագահը, փոխվարչապետներ, այլ պաշտոնյաներ։ Իսկ դրանից հետո դեսպաններն ու ԱԳՆ ղեկավարությունը քննարկումները շարունակել են առանձին։
Ըստ պաշտոնական հաղորդագրության, մտքեր են փոխանակվել տարածաշրջանային տարբեր ուղղություններով երկրների ու միջազգային կառույցների հետ փոխգործակցության ընդլայնման, նոր հնարավորությունների առավելագույնս իրացման հեռանկարների, այդ նպատակով արդեն իսկ իրականացվող և հնարավոր նոր նախաձեռնությունների շուրջ։
Քննարկվել են նաև արտերկրում ՀՀ դիվանագիտական ներկայացուցչությունների կադրային համալրման, բյուջետային ու վարչատնտեսական հարցեր։
Անդրադարձ է կատարվել նաև հանրային դիվանագիտությանն առնչվող թեմաների։ Հատկապես թեժ է եղել բյուջետային և վարչատնտեսական հարցերի քննարկումը։ ԱԳՆ մեր աղբյուրի փոխանցմամբ, դեսպաններին ուղիղ տեքստով առաջարկել է իրենց վրա վերցնել դեսպանատների որոշ ծախսեր, որոնք տարիներ շարունակ ԱԳՆ-ն է արել՝ պետբյուջեի հաշվին։ ԱԳՆ-ն այժմ չի ցանկանում վճարել դեսպանների կեցավայրերի կոմունալ ծախսերը, ներկայացուցչական վճարներ տալ․ ԱԳՆ-ից նաև դեմ են, որ այդ ծախսերն արվեն սփյուռքյան շրջանակների կողմից՝ ազդեցության տակ չընկնելու համար։ Դեսպանները բավական թեժ դժգոհել են, որ առանց այն էլ եկամտի այլ աղբյուր չունեն, իսկ հատկացվող գումարները փոքր են, կոմունալներից հետո ընդհանրապես անհնար կլինի աշխատել։
ԱԳՆ-ն առայժմ առկախել է հարցի քննարկումը, փորձելու են այլ աղբյուրներ գտնել, բայց դեսպանների շրջանում դառը նստվածք է թողել այդ քննարկումները։ Մեր աղբյուրը նաև նշեց, որ արտաքին քաղաքական հարցերում իշխանությունների վարած քաղաքականությունն առանձնապես դիմադրության չի հանդիպել դիվանագիտական ներկայացուցիչների շրջանում։
