«Ես ուզում եմ հիշեցնել, որ եռակողմ հայտարարության կարևորագույն հայտարարություններից մեկը վերաբերում է գերիների, պատանդների և պահվող անձանց վերադարձին, և շատ դեպքերում, երբ, օրինակ, ՌԴ մեր գործընկերները խոսում են եռակողմ հայտարարության վերաբերյալ, ինձ համար ցավալի է տեսնել, որ նրանք գերիների, պատանդների և պահվող անձանց հարցը շրջանցում են»:
Այս մասին հրավիրված ասուլիսի ժամանակ ասաց վարչապետ Նիկոլ Փաշինյանը՝ արձագանքելով հարցին, թե առջևում սեպտեմբերի 2-ն է՝ ԼՂ անկախության օրը, ԼՂ-ն ընկել է, ղեկավարները գտնվում են բանտում, 100 հազարավոր հայեր դուրս են եկել. «Ինչի՞ց եք վախենում և զգուշանում, որ չեք խոսում արցախահայության վերադարձի, Արցախի ռազմաքաղաքական ղեկավարության և մյուս գերիների վերադարձի մասին»:
«Եթե նաև եռակողմ հայտարարություններն են հիմքը, և մենք ուզում ենք արժևորել և կարևորել, պետք է գնանք առաջին հոդվածից սկսենք կարդալ, տեսնենք, թե ով ինչ աշխատանք պետք է իրականացներ, որ չի իրականացրել: Իհարկե, գերիների, պատանդների և այլ պահվող անձանց հարցը մեզ շատ մտահոգում է, և մենք ամենօրյա աշխատանք ենք իրականացնում այդ ուղղությամբ: Հասկանում եմ, որ այդ աշխատանքը չի երևում»,- նշեց վարչապետը:
Ինչ վերաբերում է Լեռնային Ղարաբաղի լուծարմանը, վարչապետը նկատեց. «Նախ, ես ուզում եմ ասել, որ ԼՂ լուծարման վերաբերյալ որոշումը ես չեմ ստորագրել, և, ընդհակառակը, ԼՂ-ում այդ որոշումը ընդունելուց առաջ տեղի է ունեցել իշխանափոխություն, և որը քաջալերվել է ՀՀ-ում գործող բոլորիս հայտնի շրջանակների կողմից և ողջունվել:
Ինչ վերաբերվում է վերադարձի իրավունքին, այն ընկալումներով ու ձևակերպումներով, որոնցով ԼՂ մի շարք ներկայացուցիչներ, նախկին պաշտոնյաներ խոսում են այդ հարցի մասին, դա իրատեսական չէ»:
