ԵՄ-ն լուրջ խախտումներ է արձանագրել Ադրբեջանում անցկացված խորհրդարանական ընտրություններում

Եվրոպական միության դիվանագիտական ծառայությունն, անդրադառնալով Ադրբեջանում անցկացված խորհրդարանական ընտրություններին, հայտարարել է, որ դրանք անցել են սահմանափակող քաղաքական և իրավական միջավայրում, ինչը թույլ չի տվել իրական բազմակարծություն և հանգեցրել է մրցակցության բացակայության։

«Արմենպրես»-ի հաղորդմամբ՝ այս մասին նշված է ԵՄ դիվանագիտական ծառայության տարածած մամուլի հաղորդագրության մեջ։

«Սեպտեմբերի 1-ին Ադրբեջանի Հանրապետությունում տեղի են ունեցել արտահերթ խորհրդարանական ընտրություններ։ԵԱՀԿ Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակի (ԺՀՄԻԳ) ընտրությունների դիտորդական առաքելության համաձայն՝ ընտրությունները տեղի են ունեցել սահմանափակող քաղաքական և իրավական միջավայրում, որը թույլ չի տվել իրական բազմակարծություն և հանգեցրել է մրցակցության բացակայության»,- նշված է տարածված հաղորդագրություն մեջ։

Եվրոպական միության տարածած հայտարարության մեջ նաև նշվում է, որ չնայած կանոնակարգված և ընդհանուր առմամբ արդյունավետ ընթացող քվեարկության գործընթացին, նկատվել են լուրջ խախտումներ և կարևոր երաշխիքների բացթողումներ, մասնավորապես՝ ձայների հաշվարկի ժամանակ, ինչը հարցեր է առաջացնում գործընթացի ամբողջականության վերաբերյալ:

ԵԱՀԿ/ԺՀՄԻԳ առաքելությունն այնուհետև նշել է, որ ընտրությունները տեղի են ունեցել այլախոհ ձայների շարունակական ճնշումների ֆոնին։ «Եվրամիությունը կոչ է անում Ադրբեջանի իշխանություններին ընդունել և իրականացնել ԵԱՀԿ/ԺՀՄԻԳ-ի առաջարկությունները, որոնք կապված են այս և նախորդ ընտրությունների հետ։ ԵՄ-ն պատրաստ է աջակցել այս գործընթացին»,- նշված է հաղորդագրության մեջ։

Հիշեցնենք՝ Ադրբեջանում սեպտեմբերի 1-ին տեղի ունեցան արտահերթ խորհրդարանական ընտրություններ: Դրանք առաջին անգամ անցկացվել են առանց ԵԽԽՎ-ի մասնակցության և երկրում մամուլի և իշխանության քննադատների աննախադեպ հետապնդումների ֆոնին։

Ադրբեջանի իշխող կուսակցության՝ «Ենի Ազերբայջանի» («Նոր Ադրբեջան») ներկայացուցիչները մեծամասնություն են ստացել 7-րդ գումարման խորհրդարանում:

Նոր գումարման խորհրդարան է անցել նաև անկախ թեկնածու Փոլադ Բյուլբյուլօղլուն, որը ներկայումս զբաղեցնում է Ռուսաստանի Դաշնությունում Ադրբեջանի դեսպանի պաշտոնը։
