Հայաստան է ժամանել Եվրոպայի խորհրդի մարդու իրավունքների հարցերով տնօրինության ղեկավարը

Միջազգային իրավական հարցերով ներկայացուցչի գրասենյակը 2024 թվականի սեպտեմբերի 4-ին և 5-ին ընդունել է Եվրոպայի խորհրդի Մարդու իրավունքների հարցերով տնօրինության ղեկավար Քլեր Օվիի գլխավորած՝ Մարդու իրավունքների եվրոպական դատարանի (ՄԻԵԴ) վճիռների կատարման վարչության պատվիրակությանը: Այս մասին հաղորդագրություն է տարածել Միջազգային իրավական հարցերով ՀՀ ներկայացուցչի գրասենյակը։
Այցի նպատակն էր քննարկել Հայաստանի Հանրապետության վերաբերյալ ՄԻԵԴ վճիռների և որոշումների կատարման ընթացքը և այդ ուղղությամբ իրականացվող աշխատանքները:
Պատվիրակությունը մի շարք հանդիպումներ է ունեցել ՄԻԵԴ վճիռների կատարման համակարգման նպատակով ստեղծված միջգերատեսչական հանձնաժողովի մի շարք անդամների, այդ թվում՝ գործադիր իշխանության մարմինների, Գլխավոր դատախազության, Քննչական կոմիտեի, Մարդու իրավունքների պաշտպանի, ինչպես նաև Վճռաբեկ դատարանի և Բարձրագույն դատական խորհրդի ներկայացուցիչների հետ:
Հանդիպումների ընթացքում քննարկվել են ինչպես ՄԻԵԴ վճիռների կատարումից բխող անհատական բնույթի միջոցառումների, այնպես էլ Հայաստանի կողից ձեռնարկված ընդհանուր միջոցառումների հետ կապված հարցեր, այդ թվում ՝ համակարգային բարեփոխումները և դրանց ուղղված քայլերը, որոնք ձեռնարկվել են քրեական արդարադատության, զինված ուժերում մարդու իրավունքների ապահովման, ոստիկանության, քրեակատարողական հիմնարկներում առողջության ապահովման, դատական ակտերի կատարման, անգործունակության ինստիտուտի, խտրականության արգելքի և այլ ոլորտներում:
Պատվիրակության կողմից բարձր գնահատանքի է արժանացել Հայաստանի Հանրապետությունում իրականացվող լայնածավալ բարեփոխումների գործընթացը: Ձեռք է բերվել պայմանավորվածություն քննարկված միջոցառումների վերաբերյալ կոնկրետ գործերի շրջանակներում ԵԽ նախարարների կոմիտե ներկայացնել թարմացված տեղեկություններ և շարունակել համագործակցությունը ՄԻԵԴ վճիռներով արձանագրված խախտումների վերացման ուղղությամբ:
